Overview: USSTRATCOM/J7 Joint Exercises, Training, and Assessments Directorate enhances readiness and mission performance through joint exercises, wargames, training, and assessments.  J7 also leads the Lessons Learned/After Action programs, IT Test/Evaluation, Modeling/Simulations capabilities, and enables Command workforce professional development.  USSTRATCOM/J7 requires Advisory and Assistance Services (A&AS) to support drafting, editing, and publishing (as required) after action reports, post-exercise and training event analysis, evaluation, and assessment.

 

Specific Duties: Support USSTRATCOM J7 with Analysis, Evaluation, Assessment, and After Action Reporting. Provide on-site Analysis, Evaluation, Training Assessments, and After Action Reporting support and assistance for each exercise/training event objective or real-world event with the following:

 

  • Support development of exercise or event Collection Management Strategy and Collection Management Plan that outlines the process and procedures for the collection of data and observations.
  • Provide After Action Review (AAR) observer/trainer personnel to participate during exercises and other directed events.
  • Observe, document, and gather observations and issues during exercises and events. Facilitate after action reviews during and following the exercise or event. Analyze observations to collate into command actionable issues, and produce/publish reports outlined in SI 509-1. Prepare validated lessons learned from past exercises or events for dissemination.
  • Support briefings and written analyses for General/Flag Officers and senior civilian personnel on matters relating to lessons learned and issue resolution.
  • Create Task Management Tool (TMT) tasks for staffing throughout the Command relating to Analysis, Evaluation, Assessment, and After Action issues.
  • Vet and disseminate reports and tracking/monitoring issues for validation and resolution into the next exercise or event life cycle.
  • Provide support to the administration of the Joint Lessons Learned Information System (JLLIS) for USSTRATCOM, Components, and Task Forces. Support publication, release, and management of collected issues within JLLIS. Plan and conduct JLLIS training for users and Command Lesson Managers.
  • Maintain historical database of issues for trend and capability gap analysis.
  • Identify and report strategic and operational shortfalls or vulnerabilities that inhibit the Commander from achieving stated task standards or mission capabilities.

Qualifications:

  • Must have at least five (5) years of demonstrated relevant recent experience in the specified duties associated with Analysis, Evaluation, Training Assessments, and After Action Reporting.
  • Must possess experience at the operational level and have an understanding of STRATCOM Instruction 509-1, After Action, Issue Solution/Resolution, and Lessons Learned Program.
  • Possess an active/current Top Secret+ security clearance
