Overview: USSTRATCOM/J7 Joint Exercises, Training, and Assessments Directorate enhances readiness and mission performance through joint exercises, wargames, training, and assessments.  J7 also leads the Lessons Learned/After Action programs, IT Test/Evaluation, Modeling/Simulations capabilities, and enables Command workforce professional development.  USSTRATCOM/J7 requires Advisory and Assistance Services (A&AS) for planning, development, execution, and analysis of Command-wide training, education, professional development, and organizational development programs and processes pursuant to SI 234-04, Workforce Onboarding and Development Program.

Specific Duties: In support of organizational development and innovation initiatives, the contractor shall utilize reach-back structure and capability (including Joint Staff, OSD, USCYBERCOM, Services, Agencies, and non-government organizations expertise) to provide Web development services:

• Maintain online presence for training items employing current and emerging Web standards with appropriate features and functionality for the target audience.
• Maintain Directorate online presence (Learning Center Pages) for Command and DoD-wide access and discoverability of training items.
• Develop, design, post, edit, and maintain appropriate content on J7 directorate and division network Websites/portals in support of the Command organizational development mission. Existing USSTRATCOM technical support shall be provided by the Government for IT needs related to the task.
• Develop, design, post, edit, and maintain appropriate content on command digital signage. Existing USSTRATCOM technical support shall be provided by the Government for IT needs related to the task.
• Develop and maintain division Microsoft SharePoint sites and other collaboration and information sharing tools.

Qualifications:

• Possess experience that demonstrates the ability to: 1) focus on customer needs, 2) communicate well verbally and in writing, 3) establish rapport with many different types of people, 4) critically evaluate problems and develop solutions, 5) rapidly adapt to change, and 6) organize plan and schedule.
• At least three years' experience working with databases, and at least 3 years' experience with Web development to include the skill sets of current Web-technologies; .Net; Java; Java Script; Microsoft SharePoint; Adobe Creative Suite, Adobe Captivate, and other web development tools.
• Possess an active/current Top Secret+ security clearance
• Possess an active/current Top Secret+ security clearance
