Overview: USSTRATCOM/J7 Joint Exercises, Training, and Assessments Directorate enhances readiness and mission performance through joint exercises, wargames, training, and assessments.  J7 also leads the Lessons Learned/After Action programs, IT Test/Evaluation, Modeling/Simulations capabilities, and enables Command workforce professional development.  USSTRATCOM/J7 requires Advisory and Assistance Services (A&AS) to support planning, development, execution, and analysis of joint exercises and wargames. Wargame events may include wargames, Table Top Exercises (TTXs), Rehearsal of Concept (ROC) drills, and seminars. Both joint exercises and wargame events may include current and future Calendar/Fiscal Year (FY) planning and coordination activities.

 

Specific Duties: Support USSTRATCOM J7 with A&AS support through the following:

  • Development, coordination, and management of the plan of action and milestones (POA&M) to track key actions and deliverable dates for each designated event's life cycle.
  • Planning, coordination, and support for conferences such as the Concept Development Conference (CDC); Initial Planning Conference (IPC); Mid-Planning Conference (MPC); Final Planning Conference (FPC); and Master Scenario Event List (MSEL) Synchronization Conference (SYNCH).
  • Chair planning work groups as determined by the joint exercise or wargame lead planner and Division Chief; Work group chair responsibilities include: developing training objectives and design joint exercise or wargame event scenarios to satisfy accomplishment of training objectives; developing Master Scenario Events and implementers in the accomplishment of training objectives
  • Prepare, publish, distribute, and archive Joint Exercise documents
  • Assist in the development of the Joint Exercise Control Group (JECG) architecture, manning, exercise concept of operations, equipment requirements and operation, and JECG personnel training requirements for each exercise or assigned wargame event.
  • Identify intelligence exercise objectives and develop exercise intelligence concepts, themes, timelines, road to crisis, scenarios, event flow, story boards, and opposing forces/situational forces campaign plans.
  • Attend Command working group and informational meetings as assigned by the Division Chief to maintain insight into current command processes and procedures.
  • Implement Division level information management/knowledge management requirements.
  • Manage the Joint Master Scenario Event List (JMSEL).
  • Develop specific Time-Phased Force and Deployment Data (TPFDD) using the Joint Operation Planning and Execution System (JOPES)
  • Design and execute wargaming events, which can include wargames, table-top exercises (TTXs), rehearsal of concept (ROC) drills, and seminars

Qualifications:

  • Ability to speak authoritatively on most aspects of the space mission area including planning, operations, and missions systems
  • At least three (3) years' experience with Joint doctrine and planning processes as well as end-to-end operations and processes from National level decision making through Unit level execution
  • Prior experience at the Combatant Command, Joint Staff or Service MAJCOM level is highly desirable
  • Possess an active/current Top Secret+ security clearance
