Overview: USSTRATCOM/J7 Joint Exercises, Training, and Assessments Directorate enhances readiness and mission performance through joint exercises, wargames, training, and assessments.  J7 also leads the Lessons Learned/After Action programs, IT Test/Evaluation, Modeling/Simulations capabilities, and enables Command workforce professional development.  USSTRATCOM/J7 requires Advisory and Assistance Services (A&AS) to support planning, development, execution, and analysis of strategic and campaign assessments. Assessments will be conducted to analyze progress toward National-military and Command-level objectives and effects, and to describe progress toward global strategic end states.

Specific Duties: Support USSTRATCOM J7 with A&AS support through the following to draft, edit, and publish (as required) Strategic and Campaign Analysis, Evaluation, Assessment, and After Action reports:

• General Assessment Tasks identify and collect data and deviations; maintain and utilize databases and tools; conduct follow-up data collection through surveys and questionnaires to determine rationale for identified issues; produce reports and briefings to align findings with other ongoing assessment/analysis efforts and/or disseminate assessment results; participate in and assist with development and management of assessment Communities of Interest (COIs); Conduct analysis of data; participate and articulate J7 position and equities in various Assessment Cell COI and HQ boards, bureaus, centers, cells, and working groups (B2C2WG)
• In support of Joint Staff and OSD Strategic Assessment requirements, provide analysis, perspective, and assessments on behalf of the Command; Perform and document assessment work requiring substantive knowledge of plans, operations, missions, policies, and objectives; Develop Annual Joint Assessment (AJA) for USSTRATCOM submission to the Joint Staff; Develop Chairman's Net Assessments for submission to the Joint Staff; Provide risk analysis support for strategic assessments
• Support campaign and operations assessments including, day-to-day, crisis action and Tier 1 exercises; Support development and identification of objectives, effects, tasks, measures of effectiveness (MOE), measures of effectiveness indicators (MOE-I), measures of performance (MOP) and measures of performance indicators (MOP-I), and other associated metrics that may be required; Conduct analysis and advise on appropriate methodology to assess the impact of operations, actions and activities on the environment; Support development of operations, activities, and actions in support of execution of USSTRATCOM campaigns and contingency operations; Collect and analyze data including, finished intelligence, open source reports, after action reports, and component inputs
• Provide support to Analysis, Evaluation, Assessment, and After Action Reporting. Provide on-site Analysis, Evaluation, Training Assessments, and After Action Reporting support and assistance for each exercise/training event objective or real-world event.

Qualifications:

• Must be knowledgeable of, and able to speak authoritatively on, all aspects of your assigned mission area including planning, operations, mission systems, advocacy, assessments, and related processes. Familiarity with Joint processes, operations, commands; and end-to-end operations and processes from National level through Unit execution are also required
• At least 2 years' experience in one or more of the following is required: Combatant Command, MAJCOM, or HQ Service-level current or future operations; contingency, crisis-action, and/or campaign execution.
• At least 2 years' experience conducting mission analysis, developing objectives, effects/measures of effectiveness, tasks/measures of performance, and indicators.
• Possess active/current Top Secret+ security clearance
