Overview: USSTRATCOM J6, Command, Control, Communications, and Computers (C4) Systems Directorate, is responsible for providing and assuring global-integrated command and control communications and computer capabilities for U.S. Strategic Command (USSTRATCOM) to execute support of full-spectrum global strike, space and information operations. Consequently, USSTRATCOM J6 oversees research, analysis, assessment, demonstration, and delivery of Cyberspace Operations to include Cybersecurity/ Computer Network Defense (CND), Computer Network Defense - Response Actions (CND-RA), Network Operations (NetOps), and integration of cybersecurity into the USSTRATCOM mission areas.  USSTRATCOM/J6 requires advisory and assistance services to serve as Joint Command and Control (JC2) Cybersecurity Analysts providing subject matter expertise and serving as the focal point for all cybersecurity and Approval and Authorization (A&A) activities supporting the JC2 Authorizing Official (AO). As Cybersecurity Analysts, oversee all cybersecurity and A&A activities for JC2 systems under the authority of the AO, which includes Global Command and Control System Joint and Joint Enterprise (GCCS-J & GCCS-JE), Agile Client, Global Combat Support System Joint (GCSS-J), and Joint Planning and Execution Services (JPES) hosted on either NIPRNet, SIPRNet or other classified networks or as standalone. JPES includes Joint Operation Planning and Execution System (JOPES), JPES Framework (JFW), Joint Capabilities Requirements Manager (JCRM), and Preferred Force Generation (PFG). Furthermore, the contractor shall serve as the secretariat for the DoD Command and Control (C2) Security Working Group (SWG) as per CJCSI 3265.

 

 

Specific Duties: Support USSTRATCOM JC2 with the following:

  • Serve as secretariat for the JC2 Council of Colonels Security Working Group (SWG).
  • Develop agendas per government guidance, prepare briefings and briefers, and facilitate meeting for the JC2 community to include assigned programs and other systems belonging to the C2 community.
  • Develop and maintain meeting minutes, briefings, and agenda on secure website(s) as requested. Invite guest speakers pertinent to the security/cybersecurity community upon the request of the JC2 SWG membership.
  • Serve as the single POC for collaboration with all SWG meeting participants and track all action items to resolution.
  • Develop JC2 Joint Staff Packages (JSAPs) to address JC2 community wide issues in order to gain concurrence and develop COA in regards to (IRT) programs' security concerns, policy, and implementation.
  • Serve as the Lead for Cybersecurity Analysts for the JC2 AO ensuring the confidentiality, integrity, and availability of all programs under the AO's purview.
  • Support A&A production efforts for assigned systems; lead and coordinate A&A activity between the AO, the CA, and the PMOs' Security Engineering Teams.
  • Oversee the performance of cybersecurity roles and initiate DIACAP/RMF processes for assigned systems.
  • Oversee the cybersecurity analysis support and recommendations including system-level risk analysis, security control selection and implementation, risk identification, remediation, and mitigation.
  • Oversee the analysis certification evidence and artifacts, conduct risk analysis and prepare recommendations for accreditation decisions.
  • Oversee the analysis plan of action and milestones (POA&M), and provide recommendations to the AO on operational cybersecurity issues.
  • Oversee, advise and assist system hardening; provide analysis and recommendations on optimizing cybersecurity risk mitigation strategies.
  • Oversee technical analysis and recommendations to the AO during technical conferences, program management reviews, and configuration management reviews.
  • Oversee DODI 8510.01 (DIACAP / RMF) activities for assigned information systems.
  • Assess systems IAW DODI 8500.2 and CNSSI 1253 and select security controls in conjunction with the system's CA.
  • Assign supplemental controls to address specific threats or vulnerabilities or to satisfy the requirements of public laws, Executive Orders, directives, policies, standards, or regulations.
  • Post, edit, and maintain appropriate content on the appropriate division's network websites/portals, NIPRNet and SIPRNet JC2 external websites (Intellipedia, DIAPER, etc.) in support of the JC2 AO activities.
  • Attend relevant Government meetings as required in support of analyzing and planning for the Government.

Qualifications:

  • Must possess a current/active TS+ security clearance
  • Minimum of three years of experience working with the DOD cybersecurity major driving policies- DoD 8510.01 (DIACAP/RMF), DoDI 8500 series (Information Assurance/Cybersecurity), CNSSI 1253, and CJCSI 673 (JC2 Security Policy).
  • Minimum of three years of experience as Cybersecurity/ Information Assurance Analyst on DoD projects and/or systems of similar scope.
  • Minimum of one year of cybersecurity experience with the Ozone Widget Framework (OWF) and associated security concerns (Required).
  • Current DoD-M 8570.1-M certification is required
  • Minimum of one year of experience working with SharePoint and website management. (Desired)
