Overview: The Joint Information Operations Warfare Center supports the Joint Staff in improving Department of Defense (DOD) ability to meet combatant command (CCMD) information-related requirements, improve development of information-related capabilities (IRCs), and ensure operational integration and coherence across CCMDs and other DOD activities. To achieve this, the JIOWC forecasts the information environment, ensures operational coherence across the CCMDs and DOD, assists the JS and CCMDs in executing Information Operations (IO), assesses IO effectiveness, assists in the education and training of the Joint IO workforce, assists in IO force development and proponency, and makes today's IO better for tomorrow's warfighter.

The JIOWC Assessment and Studies Division (J9) provides insights to the future condition of IO, advocates for IO assessment, provides expertise for assessment, and studies and validates IO processes in order to ensure U.S. has a military IO and information-related technology advantage in future conflicts.

Specific Duties: Provide Information Operations Assessment Knowledge Management by developing and maintaining a repository (a web-based knowledge management site) of joint IO assessment techniques, processes, artifacts and resulting data.

  • Research and review assessment methods, tools and practices.
  • Post and update items on the IO assessment SharePoint site(s).
  • Maintain the proper access to CCMD private information residing on the IO assessment SharePoint site(s).
  • Track and report on site usage.
  • Resolve web-site technical issues for the IO assessment SharePoint site(s) and assist users with technical issues.
  • Facilitate outside community of interest participation in JIOWC-sponsored IO assessment related events and projects. Maintain and grow the community web site which enables information sharing and networking.
  • Attend, schedule and facilitate the Joint IO Assessment Work Group (JIOAWG) meetings. Ensure these meetings have established goals and agendas. Provide and disseminate IOAWG meeting minutes.

Qualifications:

  • Active/current TS+ clearance
  • Minimum five (5) years' experience with researching and analyzing user needs, preferences, objectives and working methods; studying how users consume content, including data categorization and labeling; and interpreting that data into actionable requirements for concept or software development.
  • Minimum five (5) years' experience managing and administering cloud-based data repositories, specifically within Microsoft SharePoint and including creating new sites and sub-sites, managing documents, creating custom forms, managing user access and assisting end users when needed.
  • Minimum five (5) years' experience writing professional, technical or government documents, specifically for doctrine, website user guides, standard operating procedures, manuals, instructions, and other government documentation.
  • Minimum five (5) years' experience with collecting, documenting, analyzing, and implementing stakeholder software requirements.
  • Minimum three (3) years' experience interfacing with higher level management or organizations.
  • Minimum three (3) years' experience effectively communicating technical requirements to non-technical end- users (e.g., operations personnel), especially senior leaders.
  • Minimum three (3) years' experience developing, implementing and maintaining information management, records management and knowledge management plans.
