Overview: The Joint Information Operations Warfare Center supports the Joint Staff in improving Department of Defense (DOD) ability to meet combatant command (CCMD) information-related requirements, improve development of information-related capabilities (IRCs), and ensure operational integration and coherence across CCMDs and other DOD activities. To achieve this, the JIOWC forecasts the information environment, ensures operational coherence across the CCMDs and DOD, assists the JS and CCMDs in executing Information Operations (IO), assesses IO effectiveness, assists in the education and training of the Joint IO workforce, assists in IO force development and proponency, and makes today's IO better for tomorrow's warfighter.

The JIOWC Assessment and Studies Division (J9) provides insights to the future condition of IO, advocates for IO assessment, provides expertise for assessment, and studies and validates IO processes in order to ensure U.S. has a military IO and information-related technology advantage in future conflicts.

Specific Duties: Provide Information Operations Assessment Programmatics support to include project management, coordination and facilitation for IO assessment framework, doctrine, policy and guidance reviews, formats, development and reports in support of the Office of the Secretary of Defense (OSD), JS, JIOWC, and CCMD requirements.

  • Assist the JS and the Office of the Secretary of Defense (OSD) in the development of joint IO assessment policy and guidance.
  • Build and maintain formats for assessment reports.
  • Consolidate and aggregate joint IO assessment and prepare programmatic reports for the JS and OSD.
  • Compile and review programmatic information supporting IO assessment.
  • Assist in the development and maintenance of a Joint IO Assessment Framework and JS Assessment Doctrine that measures and reports performance of information-related capabilities supporting joint IO activities.
  • Maintain a common IO assessment lexicon.

Qualifications:

  • Active/current TS+ clearance
  • Twelve or more (12+) years' experience with project management, time and schedule management, quality assurance management, requirements management, requirements analysis, doctrine development management, working group management and coordination, etc.
  • Five or more (5+) years' experience in joint or service IO or IRC-related field, preferably in support of one or more CCMD (USAFRICOM, USCENTCOM, USEUCOM, USNORTHCOM, USPACOM, USSOCOM, USSOUTHCOM, and USSTRATCOM, or the former USJFCOM, USSPACECOM) or a CCMD service component (e.g., US Army Europe)
  • Five or more (5+) years' experience with Joint Operations Planning System (JOPS) planning.
  • Five or more (5+) years' experience writing professional, technical or government documents, specifically for doctrine, website user guides, standard operating procedures, manuals, instructions, and other government documentation
  • Three or more (3+) years' experience using decision making techniques
  • Three or more (3+) years' experience conducting/hosting meetings using online collaboration software (such as Defense Collaboration System)
  • Three or more (3+) years' experience effectively communicating technical requirements to non-technical end-users (e.g., operations personnel), especially senior leaders.
  • Four or more (4+) years' experience with Situational Influence Assessment Module (SIAM) software or other software to model complex problems and data sets.
  • Familiar with DOD and CSCJ doctrine and policy.
