Overview: The Joint Information Operations Warfare Center supports the Joint Staff in improving Department of Defense (DOD) ability to meet combatant command (CCMD) information-related requirements, improve development of information-related capabilities (IRCs), and ensure operational integration and coherence across CCMDs and other DOD activities. To achieve this, the JIOWC forecasts the information environment, ensures operational coherence across the CCMDs and DOD, assists the JS and CCMDs in executing Information Operations (IO), assesses IO effectiveness, assists in the education and training of the Joint IO workforce, assists in IO force development and proponency, and makes today's IO better for tomorrow's warfighter.

The JIOWC Assessment and Studies Division (J9) provides insights to the future condition of IO, advocates for IO assessment, provides expertise for assessment, and studies and validates IO processes in order to ensure U.S. has a military IO and information-related technology advantage in future conflicts.

Specific Duties: Provide IO Assessment support to the Combatant Commands: The contractor shall provide joint IO and IRC, assessment, influence network modeling and facilitation both in person and through virtual collaborative means.

  • Provide CCMDs with assessment tools and processes needed and recommendations to evaluate the performance and effectiveness of IO.
  • Provide IO assessment subject matter expertise and advice to JIOWC and JIOWC customers.
  • Work closely with CCMD staff to ensure plans contain metrics for assessment of intended operation.
  • Develop and assist in the development of IO assessment plans and related cycles.
  • Analyze collected data for IO assessments. (CDRL A002, A003, A005)
  • Advise on development of assessment-related intelligence requests for information (RFIs).
  • Facilitate and participate in IO assessment activities.

Qualifications:

  • Active/current TS+ clearance
  • Five (5) or more years' experience in joint or service IO, IRC and/or communication synchronization, preferably in support of one or more CCMD (USAFRICOM, USCENTCOM, USEUCOM, USNORTHCOM, USPACOM, USSOCOM, USSOUTHCOM, and USSTRATCOM, or the former USJFCOM, USSPACECOM) or a CCMD service component (e.g., US Army Europe).
  • Five (5) or more years' experience with joint IO planning, assessment, integration or synchronization in support of one or more CCMD, CCMD service component, or USG agency.
  • Five (5) or more years' experience presenting and developing documents, reports and briefings for senior leadership.
  • Five (5) or more years' experience with Joint Operations Planning System (JOPS) planning.
  • Five (5) or more years' experience with Influence Network Modeling (INM) using Situational Influence Assessment Module (SIAM) software or other decision-making/modeling software to model complex problems and data sets.
  • Three (3) or more years' experience using various decision making and modeling techniques.
  • Three (3) or more years' experience interfacing with higher level management or organizations (personnel will interface with representatives of CCMD HQ's, Deputy Director of IO, and other government agencies).
