Overview: In accordance with the Department of Defense (DoD) Unified Command Plan (UCP), the United States Strategic Command (USSTRATCOM) is responsible for Strategic Deterrence, Nuclear Operations, Space Operations, Joint Electromagnetic Spectrum Operations, Global Strike, Missile Defense, and Analysis and Targeting. As a joint combatant command, USSTRATCOM directly and indirectly provides support to Command, Service, and Agency (C/S/A) elements and organizations. To accomplish these functions, the Commander USSTRATCOM (CDRUSSTRATCOM) manages relevant peacetime engagement and threat reduction efforts. USSTRATCOM requires support creating, maintaining, and enhancing the ability to provide intelligence support to command planning and to plan intelligence operations. Contractor shall provide Joint Intelligence Planning Support (JIPS) for (1) Deterrence, Assurance, and Strategic Operations against regional actors, and (2) Strategic Intelligence Campaign Planning.

 

Specific Duties: provide the following support:

  • Conduct JIP for the Command's contingency and campaign planning efforts, and related planning support efforts (e.g., exercises).
  • Work closely with USSTRATCOM J2, the Joint Intelligence Operations Center (JIOC), J3, J5, J7, the Intelligence Community(IC), Combat Support Agencies (CSAs), Defense Intelligence Agency (DIA) Plans and Exercises (PLEX), Joint Staff J25, and OUSD (I) in providing intelligence support to USSTRATCOM planning and exercise efforts.
  • Provide support to development of Production Requirements Matrices (PRMx)/Collection Requirements Matrices (CRMx), Annex Bs; the coordination of National Intelligence Support Plans (NISPs); and participation in In-Progress Reviews (IPRs), Exercise Planning Initial, Mid, and Final Planning Conferences, Operational Planning Teams (OPT), Joint Planning Groups (JPG), and IP Teams (IPT).   • Support Plans, Orders, and Concepts of Operation (CONOPs) development, coordinate IP, and identify intelligence and exercise requirements. (CDRL A003)
  • Support USSTRATCOM J2 JIP and related issues by performing detailed research and review of operational concepts. (CDRL A003)
  • Support the alignment of tasks and functions to campaign and OPLAN objectives and effects; and the crafting of priority intelligence requirements capturing the information necessary to support decisions and evaluate effectiveness. (CDRL A003)
  • Develop and maintain professional relationships covering the entire intelligence spectrum concerning the specific/general requirements of the customers.
  • Provide support to assimilate and de-conflict collected data to ensure information accuracy and ease of access to all authorized personnel. Contractors shall file all documents in accordance with (IAW) the Government's file plan on at least a weekly basis (ensure files do not remain solely on email or personal shared drive.) Contractors must ensure other personnel could readily find specified documents without a transition period. (CDRL A003)
  • Assist in identifying shortfalls and gaps for CONOP execution and readiness. Contractors shall support plan assessment.

Qualifications:

  • Active current TS+ clearance
  • Three (3) years' of relevant experience and ability conducting Joint Intelligence Planning (JIP) for the Command's contingency and campaign planning efforts, including exercises and related planning support efforts
  • Three (3) years' of relevant experience and ability developing Production Requirements Matrices (PRMx)/Collection Requirements Matrices (CRMx), Annex Bs; coordinating National Intelligence Support Plans (NISPs); participating in In-Progress Reviews (IPRs), Exercise Planning Initial, Mid, and Final Planning Conferences, Operational Planning Teams (OPT), Joint Planning Groups (JPG), and IP Teams (IPT).
  • Five (5) years' of relevant experience and ability supporting Plans, Orders, and Concepts of Operation (CONOPs) development, coordinating Intelligence Planning (IP), and identifying real world intelligence and exercise requirements.
  • Five (5) years' of relevant experience and ability supporting USSTRATCOM J2 JIP and related issues by performing detailed research and documenting the review of operational concepts.
  • Five (5) years' of relevant experience and ability supporting the alignment of tasks and functions to campaign and OPLAN objectives and effects; and crafting priority intelligence requirements to capture the information necessary to support decisions and evaluate effectiveness.
  • Five (5) years' of relevant experience and ability assisting in identifying shortfalls and gaps for the execution and readiness of CONOPS.
