Overview: The United States Strategic Command (USSTRATCOM) Global Operations Directorate (J3), Special Programs Division (J39), requires Special Access Programs (SAP) security and support to provide enhanced personnel, physical, communications, and information security. Under government oversight you will provide the necessary support to ensure standards and compliance with appropriate directives. You will provide security assistance and service for USSTRATCOM and its component sites for all Special Programs extended to USSTRATCOM.

 

Specific Duties: Provide support for the following:

  • Support the management of the Special Access Programs (SAP) indoctrinations, debriefings and access certifications for personnel assigned, as well as deployed to and from USSTRATCOM, and other Component Commands assigned or attached to USSTRATCOM. The contractor shall update local, service, and DoD security databases with data and information as required.
  • Prepare security clearance paperwork and packages to facilitate Top Secret (TS) investigations and adjudications for SAP nominations, conducting SAP Nomination Reviews of personnel being considered for SAP access, and submitting required Program Access Requests for personnel.
  • Ensure that all personnel filling USSTRATCOM SAP positions receive SAP indoctrination and provide specific guidance on requirements of DoD directed Program Indoctrination Agreement (PIA) and forward signed agreements to appropriate service component and ensure indoctrination oaths are signed immediately after the briefing.
  • Forward and receive certifications of personnel requiring SAP accesses at Temporary Duty (TDY) locations, and forward access certification for USSTRATCOM or other supported personnel who require SAP access at TDY locations worldwide, assist in sending access certifications as appropriate, and receive SAP access certifications for visitors to USSTRATCOM and enter the certifications in the local personnel security database.
  • Provide support to other SAP personnel security and administrative duties to include: access/billet management, eligibility, personal data reporting and database management.
  • Inspect Special Access Program Facilities (SAPF), building spaces, classified material repositories, and classified equipment (e.g. safes) to ensure appropriate standards and adequate level of physical security is maintained.
  • Handling of personal information: The contractors assigned to these positions will have access to the personal information of other personnel to include other contractors. Divulging personal information for other than the intended Government purposes, whether intentionally or by accident, shall be cause for the immediate removal of the releaser
  • Provide Special Programs Division social science and all-source qualitative analytical support on a variety of special access programs and special technical operations tasks. Provide behavioral analytics and interpretive tasks of reactions and consequences for J39 Special Programs. Provide operational and strategic context and dependency considerations for capabilities that support operational needs within a special programs system and security environment.
  • Provide Special Programs Division alternatives analytical support on a variety of compartmented programs. Provide consideration of alternate explanations, differing perspectives, and exploring and documenting multiple meanings of similar sets of information in support of J39 Special Programs. Provide operational and strategic context and dependency considerations for compartmented capabilities providing J39 support for USSTRATCOM missions

 

Qualifications:

  • Active/current TS+ clearance
  • Possess a minimum of five (5) years' experience and/or knowledge of security concepts, principles, and practices to plan and implement security procedures from Department of Defense, Joint Staff, Services and national intelligence agencies including knowledge of required non-SAP security training programs to meet needs of multiple security disciplines (Personnel, Industrial, Physical, Information, etc.).
  • Ability to communicate orally and in writing to senior USSTRATCOM leaders, through clear, concise, and technically accurate written materials.
  • Ability to establish effective professional working relationships with civilian, military and other contractors, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Ability to use computers, current software, i.e., Microsoft Office Suite, and printers to develop, maintain, and produce various briefings, correspondence, and personnel databases for internal/external use.
  • Proven staffing skills; practical experience and expertise with high level organizations within the DOD and other US Government agencies are highly desirable.
  • Possess an awareness of applicable Executive Orders, Department of Defense, Chairman Joint Chiefs of Staff (CJCS), service and agency directives, regulations or instructions regarding security of facilities, communications equipment, personnel and computers.
  • An understanding of the roles and relationships of combatant commands, Joint Staff, Office of the Secretary of Defense, combat support agencies and other relevant USG departments, agencies, and organizations.
  • The ability to ensure information is technically correct, accurate, and complete, to prepare and present briefings and accurate, comprehensive reports to appropriate personnel.
