Overview: The Office of the Secretary of Defense's (OSD) Program Decision Memorandum (PDM) III 2005 and PDM II 2006 direct and fund USSTRATCOM to incorporate distributive and data enhancements to existing nuclear command and control (NC2) and mission planning capabilities. Existing command and control (C2) and/or mission planning application data access components will be combined and adapted to seamlessly support node failures, disruptions in network connectivity, interruptions in service, low-bandwidth environments, etc. USSTRATCOM/J861 requires Advisory and Assistance Services (A&AS) to accomplish Engineering and Analytical support to (1) evaluate current and future NC2 applications and procedures in support of USSTRATCOM's assigned missions; (2) determine requirement and operational gaps in NC2 applications and procedures; and (3) develop prototypes and participate in demonstrations to senior leaders showing the potential of future NC2 capabilities

 

The contractor and contractor personnel shall provide A&AS to accomplish Engineering and Analytical support to (1) determine the potential of future C2 capabilities by evaluation and when requested, prototyping and demonstrating potential future capabilities and procedures; and (2) realize the potential of emerging systems using automated information and communications systems in networks for improved command and control.

 

Specific Duties:

The contractor shall provide A&AS to accomplish Engineering and Analytical support for the following tasks:

  • Evaluate technical aspects and provide recommendations for current and future NC2 systems;
  • Research and propose solutions to NC2 gaps based upon current and future concepts of operations and proposed or validated requirements;
  • Develop technical recommendations, strategies, and transition plans for enhanced NC2 capabilities and document these items in technical papers and briefings;
  • Assist in the creation of NC2 system prototypes and demonstrations to senior leaders;
  • Assist in the development of web pages primarily using JAVA and other appropriate languages in support of demonstrations and prototypes;
  • Assist in the development of web services using JavaScript Object Notation (JSON), Keyhole Markup Language (KML), and Cesium Markup Language (CZML);
  • Participate in working meetings, technical exchange meetings and design reviews to support future NC2 programs, techniques, and procedures.
  • Possess an active Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) and Nuclear Command and Control (NC2) accesses.

Qualifications:

  • Possess an active current Top Secret (TS)+ security clearance
  • Possess at least five (5) years of demonstrated relevant experience in requirements analysis, software and systems engineering, integration, and an understanding of the relationships between operational, technical, and systems architecture.
  • Demonstrated performance working effectively in a team with government architects, chief engineers and other application designers, engineers, and integrators.
  • Have a minimum of three (3) years' experience working with C2 systems.
  • Have experience in the evaluation of proposed systems and the writing of papers supporting their conclusions.
  • Have experience in developing web services using JSON, KML, and CZML, and integrating these web services onto web pages.
  • Experience using and integrating web services for use in Google Earth and CESIUM viewers
