The Joint Information Operations Warfare Center (JIOWC) assists the Joint Staff in improving Department of Defense ability to meet combatant command (CCMD) information-related requirements, improve development of information-related capabilities, and ensure operational integration and coherence across CCMD and other activities. This effort includes integration of current information technologies, identifying and using information operations applicable databases and information sources and operational IO intelligence support. The JIOWC Intelligence Division (J2) provides Information Operations Intelligence Integration (IOII) to the JIOWC and advocates for joint IOII. In executing this function, J2 maintains situational awareness; has both a trans-regional/geographic and functional focus; leverages the Intelligence Community (IC) for collection and production; and works to characterize key aspects of the Information Environment (IE).


Job Duties: Provide assessment support at JIOWC Headquarters in order to accomplish the following tasks:
• Establish an IE baseline for designated countries and global issues while assessing and describing the changes in the IE baseline based on the impact of blue force information-related activities and other significant environmental factors.
• Assist the Joint Staff, CCMD staffs, and the IC to develop and incorporate measures of effectiveness indicators into assessment plans.
• Assist intelligence production organizations to standardize information environment characterization products.
• Maintain situational awareness and knowledge of CCMD IO assessment related requirement and collection plans.
• Identify requirement and collection gaps and provide mitigation recommendations. Provide IOII assistance as required for completion of periodic assessment reports.
• Assess IE analytical construct (IEAC) and recommend approaches for applying the IEAC in support of assessing the IE in coordination with the Joint Staff, CCMD staffs, and the IC. - Review all input into CCMD assessment reports for content quality and consistency as it relates to IOII. Ensure MOE indicators support CCMD IO MOE, objectives and intent. Provide IOII recommendations to improve assessment quality and or efficiency.
• Ensure recommendations are appropriately captured and added to Joint Information Operations Assessment Clearing House portal.

• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Experience with standard intelligence search tools, analytic tools, and dissemination tools and ability to demonstrate various analytical methodologies to support analysis.
• Must possess minimum of eight (8) years of experience, demonstrated knowledge, understanding, and expertise in at least two (2) of the following standard intelligence automation applications (TAC, CRATE, COLISEUM, INTELINK, I-SPACE, CIA Wire, Open Source Center, PALANTIR).
• Experience with Joint Operation Planning and Execution System (JOPES)/Joint Operation Planning Process (JOPP), Adaptive Planning and Execution (APEX), Joint and Service operational and intelligence structures, the elements of the intelligence community (IC), and intelligence equipment capabilities and as necessary service manpower systems.
• Possess in depth knowledge of the targeting cycle, Military Intelligence Database (MIDB), Computer Network Operations Database (CNODB), target audience analysis, and entity characteristics (ref: JP 3-60 and CJCSM 3370.01).
• Desire for at least twelve (12) years of experience, but must have a minimum of ten (10) years of experience conducting all-source intelligence and assessments, and demonstrated ability to analyze/characterize, assess, and describe changes in the information environment baseline.
• Must have ten years (10) demonstrated experience working regional and functional combatant command intelligence issues within one of the following Combatant Commands: USCENTCOM, USEUCOM, USAFRICOM, and USPACOM.
• Possess a minimum of ten (10) plus years of experience with demonstrated knowledge, understanding, and expertise National level collection management experience in multiple intelligence disciplines. (Priority of experience in descending order is All Source, Open Source (OSINT),Human Intelligence (HUMINT), and Signals Intelligence (SIGINT))
• Possess a minimum of fifteen (15) plus years' experience of experience and demonstrated in-depth expertise in operations against Violent Non-state Actors and nontraditional threat analysis (terrorism and insurgencies); experience in SIGINT and HUMINT operations, counterterrorism (CT) IO and assessment, Joint special operations, and man-hunting find-fix-finish-exploit-analyze targeting cycle and knowledge of National Mission security situation, providing intelligence support to IO in support of National Level Contingency Force.
• Prefer graduates of the Joint IO planner's course and CT analyst course; qualified in compartmented CT response procedures; familiar with insurgency and counter-insurgency warfare; instructor experience; Knowledgeable in Afghanistan/Pakistan / USAFRICOM AORs.
• Intelligence SME will possess a minimum of ten (10) plus years' experience and demonstrated knowledge of the planning, programming, budget, and execution process and how it relates to intelligence program objective memorandum (IPOM) and joint force management.
• Possess twelve (12) plus years of Intelligence experience, ability to write concisely and determine implications of human influence-related information, including psychological, behavioral, cultural, social-economic, and environmental impact on individuals and organizations.
• Possess ten (10) plus years and demonstrated in-depth expertise in intelligence/ psychological/ cultural/ data mining/planning/operations/research and analysis; and IO planning/operations, intelligence, or human influence/factors profiling.
