Job Duties: The services required for this position include providing non-personal advisory and assistance services to assist NORAD-USNORTHCOM (N&NC) J63. The primary function of the Cyberspace Warning & Operations Center (CWOC) is to lead, prioritize, and direct Theater Information Grid (TIG) assets and resources to ensure they are optimized to support N&NC assigned missions and operations, and to advise the Commander N&NC of the TIG's ability to support current and future operations. The  CWOC currently consists of the Department of Defense Information Network (DODIN) as well as the Defensive Cyberspace Operations (DCO), both conducting 24/7/365 monitoring, reporting and analysis for the N&NC Command and Control Systems in support of mission objectives. CWOC personnel require in-depth advisory and technical knowledge regarding Information Assurance and Computer Network Defense (IA/CND), command, control, communications, and computers (C4), NORAD and USNORTHCOM deployable capabilities, cyber initiatives and potential impacts to Commands' Defense Support of Civil Authorities (DSCA) and Homeland Defense (HD) missions.

 

Required Skills: The work will require expertise, practical operational experience, and technical support which includes:

  • Providing 24/7 on-site CWOC DODIN Watch Stander support to include shift work, overtime, holidays, and weekends as required
  • Maintaining global situational awareness of DODIN events impacting N&NC enterprise networks
  • Ability to advise HQ NORAD and USNORTHCOM, Subordinate units and organizations on network management and monitoring issues
  • Familiarity with current HQ N&NC J6 and CWOC and DODIN processes and procedures
  • Understanding of the information domain in the USNORTHCOM Area of Responsibility (AoR), ensuring the DoD information domain supports command and mission partners' operations
  • Understanding of NetOps essential tasks to provide assured net-centric services supporting the Combatant Command's and mission partners' full spectrum of warfighting, intelligence and business missions
  • Ability to provide operational impact assessments as a result of outages to C4 systems (e.g., data, voice, applications, services, etc.) supporting NORAD and USNORTHCOM missions
  • Demonstrated strong project management and organization skills, including the ability to draft clear and concise reports and to brief daily network outage summaries and related issues and concerns to senior leaders and a larger audience
  • Working knowledge of N&NC network management and monitoring tools (e.g., What's Up Gold, etc.)
  • Working knowledge of N&NC collaboration tools (e.g., Defense Connect Service (DCS), Transverse Chat, Global Video Services (GVS), SharePoint, etc.)
  • Experience with the generation of Communications Spot (COMSPOTS) and Communications Status (COMSTATS) reports
  • Experience with developing and employing procedures to provide guidance in network management and monitoring related tasks
  • Ability to competently read, understand, and accurately modify network diagrams to properly reflect current topology concerning HQ NORAD and USNORTHCOM

 

Qualifications:

  • Current/active TS+
  • Must be willing to provide 24/7 on-site CWOC DODIN Watch Stander support to include shift work, overtime, holidays, and weekends as required
  • Recent Theater Network Control Center (TNCC) and/or Systems and Network Management (S&NM) experience preferred
  • 3-5 years of CWOC/S&NM operational experience preferred (e.g., CWOC, GCCC, NCC, etc.)
  • Strong customer communication skills
