The USSTRATCOM Capability and Resource Analysis Division (J81) is responsible for developing and directing the capabilities and resource analysis for USSTRATCOM. Additionally, J81 conducts integrated campaign analysis across all USSTRATCOM mission areas, develops, and analyzes key advocacy positions for USSTRATCOM financial and programmatic assessments and coordinates the analytic efforts within the Command and with external analysis agencies. The J81 requires contract support to fulfill its mission as the center of expertise for analysis and developing decision tools affecting USSTRATCOM missions. J81 requires contractor expertise to provide analysis, technical, and program management support, serve as the focal point for capability analysis, DoD's Analytic Agenda, and Special Studies.


Job Duties: Candidates will support one or more of the following J81 broad areas of interests: Provide technical assistance by performing current and future resource analysis, impact and assessment of various policies, assessing current and future capabilities, assessing requirements for new USSTRATCOM missions, and coordinating the development of the representative threats. Evaluate the effectiveness of global missions through campaign-level analysis, conducting special studies to assess the effects of current and future capabilities, provide cost-benefit assessments and gap analysis for key decision makers.
Course of Action (COA) Analysis Support: Evaluate the effectiveness of course of actions and conduct special studies to assess the effects of current and future capabilities for key decision makers.
• Support analysis execution of detailed computer models or alternate analysis tools for cross mission area analyses.
• Provide evaluation of global deterrence assessment of enabling capabilities of space, C4ISR assets; evaluate information operations and their contributions to the COA; estimate global strike and combating weapons of mass destruction (WMD) capabilities and conducts analysis of course of actions; provide analysis for key decision makers and for course of actions decision briefings to the Joint Chiefs of Staff (JCS), unified commanders and other senior U.S. military planners.
• Provide analysis demonstrating impacts of changes in U.S. course of actions, opposing forces, targets and weapons employment, provide configuration management services for computer tools, and comparatively assess current and future capability to achieve objectives per National guidance and variations in directed capability.
• Participate in scientific and technical studies and analyses on scenario and course of action development, current and future capabilities, Information Operations, Space and C4ISR systems.
• Support modeling and simulation data management as follows: provide on-site technical support for analytical model pieces of the system; develop, verify, input, and document game scenarios and associated methodologies for analysis; review and make recommendations on changes necessary for analysis of future changes in national guidance.
• Provide configuration management and quality assurance for the modeling and simulation system, and perform and document feasibility studies for software upgrades.
• Analyze, evaluate, and provide quality control of the data resulting from the retrievals from the applicable databases such as the Enterprise database and the Joint Data Server (JDS) database.
• Perform data retrievals from appropriate databases, in addition, evaluate revision changes in the database structure and incorporates these changes into the models and simulations.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Expertise with current Joint Campaign models used in USSTRATCOM.
• Must have 10 years' experience in campaign model integration, operation, and technical support.
• At least 7 years work experience in a DoD military organization with military terminology and activities associated with nuclear and non-nuclear (including non-kinetic) war planning.
