Job Description
The Capabilities Development SME will provide planning, development, execution, and analysis of strategic and campaign, and planning in crisis assessments. They provide relevance and context while describing what the information means in terms of progress toward global strategic end states. These assessments are repeatable processes that integrate the analytical results back into the planning, operations, and advocacy activities of the Command to inform senior-leader decision making.
Essential Functions of the Position:
- Provide analysis, perspective, and assessments in support of USSTRACTOM's efforts to meet Joint Staff and OSD Strategic Assessment requirements
- Provide risk analysis support for strategic assessments
- Support campaign and operations assessments including, day-to-day, crisis action and Tier 1 exercises
- Participate in and assist with development and management of assessment Communities of Interest (COIs)
- Conduct analysis of data, perform assessment, and document findings. Examples include: identification of operational shortfalls, risks, vulnerabilities, and capability gaps; identification of factors leading to progression toward/regression from Campaign objectives; identification of military and strategic risks, vulnerabilities; and doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) gaps
Minimum Required Experience:
- Active current Top Secret+ (TS) security clearance
- At least 7 years of relevant experience analyzing capability portfolios across the USSTRATCOM mission set
- Critical thinking skills, both qualitatively and quantitatively
- Ability to prepare a well-grounded, defensible argument
- Understand the interrelationships between domain of expertise and other domains
- Ability to communicate effectively, both written and verbal
- Strong organizational skills and ability to multi-task
- At least 2 years of experience conducting mission analysis, developing objectives, effects/measures
- Strong technical and analytical skills
- Ability to work independently and as part of a team of effectiveness, tasks/measures of performance, and indicators
Desired Qualifications
- Familiarity with USSTRATCOM organization desired
- Experience with existing military service data structures and analytic tools across Joint Staff, CAPE, and other DoD agencies
- Experience with acquisition strategies, acquisition program baselines, analyses, and risk reduction plans
