Job Duties: The Contingency Ops Division NC/J38 is responsible for the USNORTHCOM Mobile Consolidated Command Ctr., synchronizing Commands' (including NORAD's) continuity of operations plans, supporting higher headquarters' plans, and conducting emergency action procedures in support of Homeland Defense and Civil Support operations within the assigned area of responsibility to defend, protect, and secure the USA. Support for NPES, Command and Control (C2), MCCC, and COOP in the following areas: systems operations, systems engineering, implementation, training, maintenance, user support and administrative support at Headquarters USNORTHCOM (Peterson AFB), Cheyenne Mountain Air Force Station (CMAFS), and FE Warren AFB, Cheyenne, Wyoming.

 

Required Skills: The work will require expertise, practical operational experience, and technical support which includes: Experience with preparing an exercise scenario database and plans execution Previous experience with providing exercise development, planning, and training requirements for all scenarios while integrating scenarios into USNORTHCOM exercises, and providing recommendations to the Government on their effectiveness Experience with assessing national level and DOD exercises to determine training and exercise objectives are correctly represented and make recommendations to the government regarding participation or modifications Ability to monitor the injection of exercise inputs; recommend adjustments to support training objectives and standards during the execution phase of USNORTHCOM exercises both in Cheyenne Mountain AFS and at FE Warren AFB. Previous experience with providing Lessons Learned recommendations and ability to draft and distribute final government approved Joint Universal Lessons Learned (JULL), Joint After Action Reports (JAAR), and Exercise After Action Reports

Qualifications:

  • Experience with NPES Systems Experience with HP C3000 Chassis; HP460s; HP380s (Domain Controllers using Windows 2012 Server software); SanBlaze controllers; Cisco Network routers; NPES V16 software; Oracle V12.1.0.2.0; Standard Query Language (SQL); Oracle Secure Global Desktop V5.10; Jboss Application Server 7.1; Java 1.6/1.7; Elastic Sky X (ESXI) 5.5 (Hypervisors/VMware); VSphere V5.5; Integrated Weapons of Mass Destruction Toolset (IWMDT) V3.4, running Windows 10; NPES Geospatial Information System (GIS) (v14.1.0); and Windows network technology with supporting software.
  • Experience with Nuclear Planning and Executions System
  • In depth knowledge of the following: Defense Readiness Reporting System (DRRS); Joint Training Information Management System (JTIMS); Joint Master Scenario Event List (JMSEL); NIPRnet; SIPRnet; MILSTAR, MWC2D Missile Warning Command and Control Distributed, Ground NUDET Terminal (GNT), DCIN-TS Defense Continuity Integrated Network - Top Secret; PDS-M; C2BMC; Windows Exchange Server; STRAT-LAN (Kiosk);
  • Working knowledge of Emergency Actions Procedure-Chairman of the Joint Chiefs of Staff (EAP-CJCS) Vol VI, VII, VII Annex A, and IX; Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 3280; CJCS OPORD 2-XX and 3-XX; USNORTHCOM MCCC CONOPS/CONEX; NORAD CONPLAN 3310
