Overview: S4 Inc. employees selected for this position will be supporting USSTRATCOM in by focusing on characterizing adversary cyberspace capability as they relate to Indications and Warnings (I&W), Space/Counterspace, Electronic Warfare (EW), threats to USSTRATCOM networks and critical infrastructure, and using JIPOE processes as they relate to USSTRATCOM operational plans.

Specific Duties: In this position you will be responsible for:

• Providing management support in organizing, directing, and coordinating the planning and production of projects
• Provide programmatic planning support to include projection of cost, schedule, and technical factors of the GDI systems.
• Provide advice on scheduling routine projects (minor) and long-term projects (major). The project planning and support function shall include the ability to manage complex projects (cost and schedules) and to help the government work around detractors.
• Provide information papers, studies, technical reports, briefings, et al, for projects, activities or issues that may affect GDI operations. This may include trouble reporting, systems analysis, connectivity reporting, emerging technologies and other items that evolve.
• Facilitate a variety of internal and external meetings, to include Technical Meetings, as requested by the Government. The facilitation role shall include planning, setting a proposed agenda subject to Government approval, coordination and invitation of meeting attendees, production or review and comment on meeting minutes, distribution of meeting minutes, and status tracking of meeting action items.
• Advise with regards to the development of GDI-related policy.
• Assist with the development of GDI goal delineation, provide guidance for building operational plans and specifying measurable outcomes.
• Interface with appropriate Government management personnel, other contractor managers, and client agency representatives.
• Utilizes refined techniques for identifying, eliminating or mitigating solution, project, and business risk.
• Perform risk analysis of project cost, schedule, and technical factors and develop risk mitigation options for the application of technologies within the GDI data environment.

Skills: Ability to work both independently and in a team environment with clients and vendors, demonstrated technical leadership skills, good verbal and written communication skills. Have a solid understanding of the design of complex databases (e.g., schema and subschema details) so limitations/deficiencies can be identified.

Qualifications:

• Top Secret+ security clearance
• At least 15 years of demonstrated relevant experience with and/or education in any of the GDI-focused mission areas: Missile Warning (MW), Missile Defense (MD), Space Domain Awareness (SDA), and Technical Intelligence (TI).
• At least 10 years of experience working in a TS/SCI environment.
• At least 10 years of experience in complex project management to include managing resources and timeline conformance.
• At least 15 years of knowledge, experience, and understanding of DoD policy, Chairman of Joint Chiefs of Staff (CJCS) instructions, National Military Strategy (NMS), National Defense Strategy (NDS), and/or Unified Command Plan (UCP).
• Preferred to have at least five (5) years of experience in technical writing.
