S4 is seeking an individual who has experience executing personnel actions to include hiring actions and providing employee feedback as needed; and previous experience managing programs under Army and other contract vehicles at Redstone Arsenal, as well as other locations as needed. This work entails supporting project personnel who work 24/7/365.  

Job Duties:

• Assist in all facets of technical project and program lifecycles such as initiation, planning, execution, monitoring, controlling, and close-out;
• Build and maintain solid working relationships with customers, workforce staff, subcontractors and suppliers;
• Support the Program Manager's effort to increase Army or DoD work through proposals and marketing. Take all appropriate measures to mitigate any issues that impact cost, schedule or scope. The support will include the following:

• Execute Program Management Reviews (PMR);
• Manage Meetings, Reports and Conference calls;
• Execute Project Planning and Coordination;
• Direct project team personnel; managing scope, cost and schedule; ensuring full contract compliance; and serve as principal customer interface;
• Effectively collaborate with customers on activities including program's accomplishments and successes, as well as, mitigating any conflicts and risks;
• Continuously identify, document, and provide mitigations for program risks;
• Provide leadership in schedule development and execution;
• Ensure project deliverables and milestones are identified, tracked, and executed on time;
• Interface with Technical Team leads to ensure continuity of effort for programmatic and technical efforts

Qualifications:

• Program Management experience including the ability to manage multiple technical projects throughout their lifecycle and successful program execution.
• Knowledge and understanding of Army systems, applications, integration and interoperability concepts, and systems architecture and design, will enhance the candidate's qualifications for this position.
• Possess a strong Army background in IT and/or missiles or logistics is highly desirable. 
• Must have ability to visit assigned employees on base at least twice a week at various times due to 24/7 support.
• Education: BS/BA degree or equivalent and five (5) years of experience in project management and in customer interface positions;
• Clearance: Active current Secret
• Strong organizational, documentation, and communications skills;
• Experience managing projects of $1M per year or more in revenue is desired;
• Experience with Redstone Arsenal or other nearby Army programs and equipment is desired
• Self-starter who can work personnel issues such as hiring and personnel actions of workers
• Prior proposal writing experience and ability to work business development captures is desired
