USSTRATCOM's global mission requires robust information systems and flexible, survivable command and control to support force planning and execution, and to ensure connectivity with globally deployed forces. Military forces are dependent on space-based communications systems to access essential information services in the execution of land, sea, air, and space operations. USSTRATCOM/J66 is responsible for optimizing USSTRATCOM's global SATCOM employment to meet Combatant Command, Service, and Agency (CC/S/A) and international partner needs throughout the spectrum of conflict by planning, allocating, and orchestrating employment and integrity of USSTRATCOM assigned SATCOM assets for DoD. The USSTRATCOM/J66 functions as the Command's single focal point for policy development of MILSATCOM and COMSATCOM systems. The USSTRATCOM/J66 also serves as the principal office for development, negotiation and conclusion of SATCOM sharing arrangements with International Partners and Command SATCOM planning.

 

USSTRATCOM/J66 requires Advisory and Assistance Services (A&AS) to accomplish Engineering and Analytical support as follows:

  • Integrating USSTRATCOM's space programs, ballistic missile defense, global strike, and global Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) requirements
  • Planning, definition, implementation, and operational management of global communications systems to yield more effective and flexible global SATCOM support
  • Employing an integrated systems approach to assist with properly developing, implementing, testing, planning, and managing SATCOM
  • Supporting SATCOM Operational Manager (SOM) functions as described in CJCSI
  • 01 Series
  • Supporting on-orbit and future SATCOM systems, SATCOM System Experts, and day-to- day operational management of DoD-owned and leased SATCOM resources to provide authorized users with global SATCOM support as operations and evolving requirements dictate

 

Specific Duties: The contractor shall provide A&AS Engineering and Analytical support for the following:

  • Planning: (a) Strategic global SATCOM planning to support SATCOM resource allocation for apportionment, deployment, implementation and coalition plans; (b) Conducting integrated, system-level planning and coordination for all SATCOM systems in support of strategic and global operations, including intelligence, commercial and allied SATCOM resources;  (c) Developing SATCOM policies and procedures, apportionment plans, constellation deployment plans and satellite positioning and repositioning plans and supporting government implementation processes;  and  (d) Participating in meetings and joint conferences as approved by the Government for review and revalidation of all current and future SATCOM requirements.
  • Policy Implementation and Oversight: The contractor shall assist with publishing operational concept for system control, system policies, and procedures for effective and efficient SATCOM resource management. The contractor shall provide high quality technical writing, editorial, and other document development expertise.
  • SATCOM Integration and Synchronization: The contractor shall assist with operations analysis including collecting, analyzing, and documenting SATCOM communication requirements
  • International Partner (IP) Support: The contractor shall assist with the technical aspects of the following: (a) IP SATCOM exchange negotiations; (b) USSTRATCOM participation in exploratory discussions and negotiations with NATO and foreign entities led by the Department of Defense Chief Information Officer (DoD CIO) to ensure SATCOM access, operational procedures and assessment of agreements are performed, and development of required SATCOM information to exchange with allies; (c) Development of commercial satellite requirements for all Combatant Commands (COCOMs); (d) preparing exchange/promissory documents (i.e. a memorandum of agreement (MOA) and/or a memorandum of understanding (MOU)), for use with foreign SATCOM providers; (e) Development of agreements with key allies and coalition partners; (f) Development of analyses and mitigation/transition plans based on proposed sharing of Ultra High Frequency/Super High Frequency/Extremely High Frequency (UHF/SHF/EHF) resources and development of procedures providing mutual support related to task
  • Prospective SATCOM System Support: The contractor  shall assist with prospective system support

Qualifications:

  • Possess at least five (5) years of demonstrated relevant experience with and/or education in communication principles and theory in SATCOM, access processes, and at least five (5) of the following related communications and computer systems:
    • Milstar
    • Enhanced Polar System (EPS);
    • Milstar Communications Planning Tool- Integrated (MCPT-I);
    • Advanced Extremely High Frequency (AEHF);
    • Time Distribution Sub-system Pre-Processor (TDSPP);
    • Fleet Satellite Communications System (FLTSAT);
    • Joint MILSATCOM Network Integrated (JMINI);
    • Integrated Broadcast Service (IBS);
    • Mobile User Objective System (MUOS);
    • Ultra High Frequency Follow-on (UFO);
    • Wideband Global SATCOM (WGS);
    • Global Broadcast System (GBS);
    • Defense Satellite Communications System (DSCS);
    • Joint SATCOM Management and Planning System (JSMPS);
    • Joint Integrated SATCOM Tool (JIST);

 

  • Possess demonstrated relative knowledge of intelligence capabilities, processes, and tasking mechanisms necessary to support Government efforts for performance of SATCOM Interference tasks;
  • Possess a TS+ security clearance
