Salary Range: $78,000 – 82,000

The J3 Joint Fires Element (JFE) is the integrating staff element that synchronizes joint fires planning and coordinates execution on behalf of the Commander (CDR) USNORTHCOM. The JFE collaborates with other Combatant Commands (CCMDs) and interagency partners (i.e., Federal Bureau of Investigation, State Department, Central Intelligence Agency, etc.) as appropriate to review, prioritize and de-conflict non-kinetic and kinetic means to achieve lethal and non-lethal effects across all event horizons in support of USNORTHCOM and other CCMD objectives.

Job Duties:

  • Work entails providing joint fires targeting support and insight to assist the Government with operations level planning of USNORTHCOM mission area capabilities for lethal and non-lethal targeting, support contingency planning, future, and current operations in strategic deterrence to include space operations, cyber warfare, information operations, global strike operations and integrated missile defense.
  • Primary tasks include providing support for JFE planning, assisting the Government by providing briefing materials, coordinating schedules and meeting locations, participate in the Joint Targeting Coordination Board (JTCB), and participation with working groups.
  • Providing reports of meetings and working groups to Military and/or Government leadership to assist in their decision making.
  • Assisting the Government with the ongoing targeting cycle by collaborating with appropriate CCMDs and Components.
  • Assisting in the development of draft targeting guidance, develop and provide for Government acceptance recommended target nomination, integrated planning, and synchronized execution.

Required Skills: The work will require expertise, and practical operational experience in support of the NC J3 JFE providing:

  • Experience with preparing briefings for the Joint Targeting Coordination Board (JTCB) that provides the status of intelligence, operations (by all components and applicable staff elements), fires, and maneuver has been tracked, coordinated, and synchronized.
  • Ability to assist in the development of the concepts of fires, targeting appendix and targeting guidance for plans and or operations which are accurately formulated, developed, and presented to military and/or Government civilian leadership for approval.
  • Ability to assess all pertinent operational issues found during review of technical data, strategy concepts, operations summaries, and other information relative to development and execution of assigned plans and mission areas and provide finding to the Government for acceptance.
  • Ability to assess and provide for Government acceptance accurate information on targeting requirements; process and technology applications supporting the USNORTHCOM targeting cycle.
  • Ability to support 2 major exercises per year with Joint Targeting expertise. Previous experience working with and providing support to the Target Development Working Group (TDWG), Joint Targeting Working Group (JTWG) and JTCB. Experience with coordinating the USNORTHCOM targeting process through collaboration, working groups and boards in order to develop targeting products ensuring the full range of options and capabilities to insure military flexible deterrent options are available to support CCMDs and USNORTHCOM missions.
  • Ability to assist the Government with the ongoing targeting cycle by collaborating with appropriate CCMDs, Components and Regions.
  • Previous experience with the development of draft targeting guidance, research, analysis, development and providing for Government acceptance recommended target nominations, integrated planning, and synchronized execution while providing these outcomes to USNORTHCOM military or Government civilian leadership for further guidance and decisions. Experience providing targeting aspects of comprehensive joint operational plans, and present to military and/or civilian authorities for acceptance.
  • Previous experience with evaluating and reporting all pertinent issues found during review of technical data assessments, metrics assessments and Office of the Secretary of Defense (OSD), Joint Staff and Service provided guidance evaluations.
  • Experience with coordinating with other agencies and activities targeting plans, projects and operations and preparing briefings for Government acceptance that provide the status of all aspects of intelligence operations (by all components and applicable staff elements), fires, and maneuver tracking, coordination, and synchronization.
  • Ability to assist the Government with presentations tailored for targeting specifics, such all Orders and Plans appendixes, briefings and training sessions with other staff functions, and activities to secure cooperation, resolve controversial matters, convey operational information and to receive decision or further guidance by military or Government civilian leadership.
  • Experience with preparing for Government acceptance targeting specific, comprehensive oral and written presentations for assigned geographic areas and coordinate with Component commands, Subordinate commands, other agencies, and multinational partners, as applicable.
  • Previous experience with producing and disseminating products to include Measures of Effectiveness (MOE) and Measures of Performance (MOP) for Government acceptance to support the targeting cycle.

Qualifications:

  • Current active TS+ security clearance
  • Previous Joint Targeting Experience
  • Experience with Joint Targeting Coordination Boards (JTCB), Target Development Working Groups (TDWG) and Joint Targeting Working Group (JTWG)
  • Experience with Microsoft Office
