The USSTRATCOM JFCC-GS/JF6 Integrated Strategic Planning and Analysis Network (ISPAN) Mission Planning and Analysis System (MPAS) Enterprise Database (EDB) Integrated Product Team (IPT) requires A&AS support. To fulfill new and evolving missions, ISPAN MPAS must be capable of both crisis and contingency strategic nuclear and conventional global strike planning employing the full spectrum of kinetic and non-kinetic weapons. Moreover, the MPAS planning system must continue to adapt as weapon systems mature, tactics change, new systems are developed and deployed and the global threat changes. There are additional requirements to integrate ISPAN MPAS in conjunction with USSTRATCOM's overall transforming global Command and Control (C2) vision. This vision involves using open architectures that are compatible and interoperable with existing and emerging planning and decision tools, as well as Department of Defense (DoD) enterprise initiatives like the Global Information Grid (GIG).


Job Duties: Candidate will support the JFCC-GS/JF6 with Enterprise Data Model Manager (EDMM) support/modernization tasks and activities. Serve as primary for one or more specific Data Administration (DA) and application integration support/modernization tasks and activities and serve as backup/alternate for one or more tasks.
• Provide MPAS Modernization Support. USSTRATCOM's vision involves using open architectures that are compatible and interoperable with existing and emerging planning and decision tools, as well as DoD enterprise initiatives like the Global Information Grid (GIG).
• Determine and capture data provenance across all data stores; perform data research to include design, availability, validity, and operational usage of multiple sources of data.
• Provide USSTRATCOM Enterprise Standards-based data modeling for new applications and features being tested and integrated.
• Provide support for the installation and maintenance of multiple databases in the Nuclear Command, Control & Communications (NC3) Integration Facility (NIF) including troubleshooting of host virtual machines and storage devices.
• Provide database support in the NIF during integration events and demonstrations and assist in the transition of Modernization requirements and prototype(s) to operational sustainment.
• Provide support for existing web services, to include DST and TIPS web services as they undergo modernization.

Qualifications:
• Extensive expertise (minimum 6 years' experience) in systems engineering and consultation support to ensure the successful development and operation of data administration and application integration services used to support crisis and contingency strategic nuclear and conventional global strike planning.
• Possess minimum of one-year experience in all aspects of system lifecycle support for the COTS application BIQuery. This experience shall include maintaining GUIs to portions of the 500+ entities for approximately 25-50 users. BIQuery development and maintenance must support ISPAN MPAS EDB releases (scheduled and unscheduled).
• Expertise with IDE leveraging emerging DoD UCore and Strike COI standards and using SOA tools such as Altova Mission Kit for Enterprise Software Architects and PL/SQL Developer.
• Expertise in computer science, information technology, or electrical engineering, with expertise in systems engineering that includes experience on software intensive projects dealing with nuclear and conventional war planning.
• Expertise with nuclear and conventional war planning database requirements and engineering and knowledge of the relationship between operational, technical, and systems architectures. Experience with ISPAN MPAS is desirable.
• Expertise in operating systems and programming languages, web technologies, communication and software development processes.
• Expertise with relational database management systems (Oracle, Sybase, DB2 or SQL Server) and the SQL language.
• Expertise working with multiple subject areas (e.g., targeting, missiles) and a demonstrated in-depth knowledge of the various phases of crisis and contingency strategic nuclear and conventional global strike planning processes. Experience with ISPAN MPAS EDB is desirable.
• Expertise with activity and data modeling tools to include Computer Associates (CA) Enterprise Modeling tools BPWin and ERWin; and tool experience with complex models (500+ entities).
• Expertise in data or activity modeling activities.
• Bachelor's degree in Management Information Systems (MIS), Computer Science (CS), Information Technology (IT) or similar field of study.
• Expertise in JFCC GS/JF6 metadata stores and tools including ERWin, Command Data Repository (CDR), Enterprise Data Model Manager (EDMM), and either Enterprise Database Metadata Repository (EMR) or its replacement, Enterprise Metadata Management Application (EMMA), as well as familiarity with the New Look architecture.
• Possess expertise with Altova Mission Kit for Enterprise Software Architects and PL/SQL Developer in order to leverage emerging DoD UCore, C2Core, and Global Strike Community of Interest (COI) standards in development of IDE.
• Minimum one (1) year experience in web service design and development, to include SOA and XML.
• Minimum one (1) year experience creating and maintaining Interface Control Documents (ICD).
• Possess a minimum of five years' of experience and a demonstrated in-depth knowledge of the JFCC GS/J5 crisis and contingency strategic nuclear and conventional global strike planning processes.
• Possess a minimum of five years' experience associated with nuclear and conventional war planning database support services. USSTRATCOM Enterprise Data Model (EDM) and the ISPAN MPAS Enterprise Database (EDB) including New Look functions is desirable.
• Possess a demonstrated in-depth knowledge of nuclear and conventional war planning operational data usage, location, availability, and business logic. ISPAN MPAS EDB experience is desirable.
• Possess expertise with relational database management systems (RDBMS) and Structured Query Language (SQL) as well as with data access and manipulation tools like Toad and BI Query.
• Possess expertise designing and implementing different types of web services including RESTful and OData.
• Possess a minimum of one-year expertise managing and troubleshooting databases in a Red Hat Enterprise Linux (RHEL) and VMware virtual environment.
