Overview: The Missile Warning Functional Manager's Office (J31) is responsible for providing "missile warning information to Combatant Commanders and allies, and providing assessment of missile attack if the appropriate combatant command is unable to provide missile warning or an assessment of missile attack."  Day-to-day functions, roles and responsibilities of the Missile Warning Functional Manager's Office (MWFMO) are performed by USSTRATCOM/J31, Space and Missile Defense Division. The MWFMO has responsibility for both Theater Missile Warning (TMW) function of the Theater Event System (TES) and the Strategic Missile Warning (SMW) function of the Integrated Tactical Warning and Attack Assessment (ITW/AA.) The ITW/AA FMO responsibility is shared with NORAD. Shared Early Warning (SEW) is a sub-set of TMW.

 

 

Specific Duties: Support USSTRATCOM J43 with the following duties:

  • Provide synchronized Advisory and Assistance Service support for ITW/AA, TES, and Shared Early Warning System (SEWS) architectures and operations to improve the Space mission of Force Enhancement.
  • Support planning and integration efforts between Missile Warning (MW) and other mission areas, to include missile defense (MD), battlespace awareness, and technical intelligence.
  • Provide synchronized Architectural support for TMW, SMW, and SEW.
  • Use current doctrine, publications, and coordination with other responsible organizations as a basis for planning and support.
  • Provide support to the ITW/AA configuration control process.
  • Support to the TES configuration control process.
  • Deliver support to the Profile Working Group (PWG) and the Master Threat Code List process.
  • Provide support for the Missile Warning Functional Managers Office.
  • Administer support to the implementation of the OSD SEW policy to provide integrated missile warning/missile defense capability in support of U.S. forces and SEW Partners.
  • Provide support to the integration of U.S. OPIR and missile defense system data into SEW partner missile defense systems.
  • Deliver support in the development and enhancements of missile warning architectures.

Qualifications:

Must possess an active current Top Secret+ security clearance;

Must have as a minimum one or more of the following qualifications:

  • A minimum of 10 years' experience in MW policy and operations, to include strategic (SMW), theater (TMW), and shared early warning (SEW).
  • Ability to collaborate and coordinate with the other Combatant Commands, Intelligence Community, SEWS PO, MDA, AFSPC, IBSSO, and DISA.
  • At least 10 years' experience with SEWS Lab equipment including Tactical Receive Suite (TRS) radio and ENTR receivers; GCCS servers and clients; Radiant Mercury equipment with all current and developmental SEW rule sets; recording equipment including TRS Dashboard, Repeat, Processing and Display Subsystem Migration, GCCS, and special software programs designed to receive and record J-Series messages; Air Defense System Integrator; Joint Tactical Terminal; and secure telephone equipment including STE, Sectera, Omni, Defense Red Switch Network, and TS VOIP.
  • A minimum of 10 years' experience supporting MW, with expert knowledge of the technical and operational evolution and capabilities for each mission area of SMW, TMW and SEWS. (Desired Experience: Department of Defense Architecture Framework (DoDAF) and ability to develop concise yet informative PowerPoint and Visio products to brief senior leaders.)
  • Highly knowledgeable of the ITW/AA, TES, and SEWS architectures, with a minimum 10 year experience in the technical and operational evolution of missile warning and missile defense capabilities.
  • A minimum of 5 years of experience in MW analysis including performing statistical analysis of foreign missile launches
  • Minimum 5 years testing experience in both laboratory and field environment, related to the MW architecture
  • Experience in briefing groups ranging from 5 to 150 personnel, as well as senior leaders (GOFO/SES).
  • Demonstrated knowledge and capability to work seamlessly with the Missile Warning, Missile Defense, and SEWS partners.
  • Proficiency in use and application of Microsoft Office products, specifically Word, Excel, and PowerPoint.
  • Minimum five years' experience in website development and maintenance skills, particularly in using MS SharePoint.
  • Minimum 5 years' experience in planning, coordinating, and hosting large meetings and conferences.
  • Minimum 10 years' experience in defense contracts management or defense program/project management and possess a certification as a Project Management Professional (PMP), or a level II or higher certification as a Department of Defense (including service level) Acquisition Professional Program Management. Education in business management and/or program management can substitute for up to 4 of the 10 years required experience.
  • DOD 8570.01 IAT Level II Certification (CompTIA Security+ CE Certification). Current contractor personnel taking on this role have six (6) months to meet this requirement.
  • Prior experience with the APACS, TT/IATP, DOD FCG, Microsoft Project, VAR processes, and FDO coordination and approval processes.
