The USSTRATCOM J9 requires contract support in the following areas: 1) Operations, Campaign, and Strategic Assessments, to include expertise in USSTRATCOM Mission areas outlined in the Unified Command Plan (UCP); 2) Red Team technical writing; 3) Wargaming Operations and Support with associated alternative futures activity; 4) and, Decision Support Tools and Modeling and Simulation with associated data and information management and operations research support.

Job Duties: Contractor will support modeling and simulation efforts to include tool identification, evaluation, and recommendation based on customer requirements coupled with program constraints (e.g. tool environmental needs, supportability, training, integration considerations, etc.). Duties include:
• Support the selection, implementation, and execution of detailed computer models or alternative analysis tools for assessment, training, exercises, wargaming, experimentation, concept development, demonstrations, prototyping and alternate futures analysis and other analytical efforts.
• Support the design, development, implementation, and application of modeling and simulation tools which integrate other tools for assessment, training, exercises, wargaming, experimentation, concept development, demonstrations, prototyping and alternate futures analysis and other analytical efforts.
• Assist in development and running of real-world scenarios and what-if excursions.
• Support development of use cases, user scenarios and concept of operations.
• Assist in designing simulation experiments to support modeling and simulation analytics.
• Support interpretation of model and simulation results to inform solution selection and risk mitigation.
• Articulate the limitations and uncertainty of analyses performed and properly convey these in a balanced way to decision makers.
• Support modeling and simulation data management.
• Operate modeling and simulation software suited for select USSTRATCOM mission areas.
• Utilize geospatial analysis and visualization software to include Systems Toolkit (STK).
• Utilize modeling and simulation software related to each USSTRATCOM mission area, to include Extended Air Defense Simulation (EADSIM) for global strike and missile defense operations, Ballistic Missile Defense International Simulation (BMD I-Sim) for missile defense operations, and Integrated Space Situational Awareness –Analyst Version (ISSA-AV) for space operations.
• Support the command's modeling and simulation coordination efforts.
• Develop and maintain a comprehensive modeling and simulation tool catalog and repository.
• Suggest methodologies and support return on investment analysis for modeling and simulation activities in USSTRATCOM.

• Strong technical and analytical skills

• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.
• Familiarity with end-to-end operations and processes from National level through Unit execution

Qualifications:
• At least 5 years of experience in a mathematics or engineering discipline such as mathematics, operations research, computer science, engineering or related technical field
• At least 2 years of experience with M&S tools such as Systems Toolkit (STK), Integrated Space Situational Awareness - Analyst Version (ISSA-AV), Extended Air Defense Simulation (EADSIM), or Ballistic Missile Defense International Simulation (BMD I- Sim)
• Work experience with Distributed Interactive Simulation and High Level Architecture protocols
• Demonstrated work experience with M&S theory, techniques and best-practices
• 5 years' experience in M&S operations
• At least 2 years' experience supporting military training and exercises or equivalent experience using distributed interactive simulations
• Hands on experience in one or more USSTRATCOM missions areas
