Job Duties:
The services required for this position include providing non-personal services in support of the N-NC J664 that manages DoD Command and Control (C2) Programs of Record to ensure programs support NORAD and USNORTHCOM (N-NC) information sharing requirements; engineer and integrate future upgrades and coordinate training for each system; manage the NORAD USNORTHCOM Command Center (N2C2) Common Operational Picture (COP) and Geographic Information Systems (GIS) integration and engineering while maintaining net-centric all-domain track management and geospatial information sharing across DoD and Non-DoD (interagency) systems. N-NC J664 is the single integrator and operator of the N-NC C2 Mission Systems Enterprise, ensuring capabilities and services across all networks. N-NC J742 is responsible for Modeling & Simulation support to N-NC J7 Joint Training and Exercise Directorate. Tasks include Systems Engineering (SE) and Project Management (PM) support, Information Technology (IT) management and training, as well as IT Infrastructure Library (ITIL) Services support to N-NC to effectively use Air Event Information Sharing Service (A/EISS), Maritime Event Information Sharing Service (M/EISS) and other emerging EISS services.
Requisite Skills: The work will require expertise, practical operational analysis experience, skills and technical support in the following areas:
• Experience with Full Operational Capability (FOC) of A/EISS, M/EISS and other domain EISS focusing on full operational and training support, experienced senior leader interface, stability, reliability of performance, and redundancy supporting the operating environment and service support with the ability to maintain near real-time situational awareness required to support HD and DSCA mission sets.
• Experience with Continuity of Operations (COOP) Support and providing EISS COOP training support, as required to support N-NC missions.
• Ability to provide training support to enable operational users to seamlessly transition from primary EISS capabilities to use EISS COOP capabilities in accordance with approved Incident Management procedures.
• Experience with identifying and documenting issues and problems encountered by the customer in order to implement COOP training procedures once per month.
• Experience with supporting the EISS Configuration Control Board (CCB) and providing prioritized list of training issues and problems encountered so that the CCB can improve COOP training capabilities, as required.
• Previous experience with testing and evaluating the integration of Commercial Off the Shelf (COTS) Web Service (example: Google apps / Software as a Service-SaaS) Applications and tools to support Advanced Situational awareness.
• Experience required to implement Systems Engineering support to provide Joint, Interagency, Intergovernmental and Multinational (JIIM) mission partners a series of Web Services capable of sharing critical information they need to make "informed" decisions throughout planning, execution and assessment for all-domain mission events.
• Ability to leverage Web Services to provide and evaluate geospatial collaborative planning of Friendly Force Courses of Action (COAs) versus Threat-related COAs.
• Understanding of the development of acceptance plans and COA animation using mapping features, including friendly, threat, and environmental Information requirements to support COAs and projected future planning considerations (Friendly Force plan & forces, threat-related COAs and forces, weather, obstacles, coordination zones) to support planning considerations.
• Experience with identifying techniques for conducting collaborative planning with personnel supporting an assigned operation or mission event.
• Familiarity with identifying methods for accepting and displaying COAs involving full and partial force laydowns as received from an Optimization-based planning team.


Qualifications:
• The ability to speak, read and write in Spanish;
• Ability to translate in Spanish is desirable
