Job Duties:

The services required for this position include providing non-personal services in support to the NORAD-USNORTHCOM (N&NC) J71 for exercise planning, development, coordination, facilitation, execution, assessment, and training with an emphasis on the Homeland Defense (HD) mission set and the VIGILANT SHIELD exercise series. Support includes planning, developing, executing, analyzing, and assessing N&NC exercises and events. For exercise/event planning and training support, provide expertise, technical assistance and data, information management for analysis, coordination, planning, execution, and after action reporting. To accomplish this, must review appropriate Chairman Joint Chiefs of Staff (CJCS) and N&NC exercise and training planning guidance and directives. In addition supports research, information analysis, exercise and training development, and technical support to implement the Commander's joint/combined training guidance and objectives. Must understand and utilize current joint training doctrine, Joint and Command publications.  Will conduct extensive coordination with the Joint Staff and Office of the Secretary of Defense, N&NC Directorates, NORAD Regions, USNORTHCOM Components, international mission partners and interagency organizations as a basis for planning and support.

Required Skills: The work will require skills and expertise, practical operational analysis experience, and technical support as: 

• Strategic/Operational Exercise Planner with experience supporting N&NC or other Combatant Command (CCMD) exercise programs.
• Ability to serve as lead planner and workgroup facilitator for VIGILANT SHIELD exercise planning meetings.
• Understanding of N&NC Joint Mission Essential Task List (JMETL) and Concept Plans (CONPLAN).
• Ability to provide NORAD and USNORTHCOM focused strategic and operational level planning support during all phases of the Joint Training System and specific Joint Event Life Cycles with an emphasis on the Homeland Defense mission set. Routinely collaborates with elements of the N&NC HQ Directorates.
• Ability to participate and support Commands/Organizations, and interagency/multinational partners in the design, development and execution of N&NC exercises and linked events, with primary focus on the VIGILANT SHIELD exercise series.
• Ability to manage exercise Trusted Agent portal pages on N&NC classified and unclassified networks and exercise planning information in the Joint Training Information Management System (JTIMS) and associated Joint Master Scenario Event Lists (JMSEL) database tool.
• Possess a working knowledge of/or previous experience with, International and cross-CCMD engagements.
