Job Duties: The services required for this position include providing non-personal services in support of exercise planning, development, coordination, facilitation, execution, assessment, and training for exercises with Mexico and The Bahamas, and Theater Security Cooperation (TSC)-related initiatives with Canada. Support includes strategic requirements identification, command objectives and Capacity Development Plan integration, resourcing, and synchronization with other Combatant Commands (CCMDs); use and management of a wide range of systems and processes that include the Joint Training Information Management System (JTIMS), Defense Readiness Reporting System (DRRS), Joint Lessons Learned Information System (JLLIS), Lessons Learned Information System (LLIS), the Joint Master Scenario Events List (JMSEL) database tool; and the Theater Security Cooperation Management Information System (TSCMIS), and integration of these areas into the development and periodic revision of the Joint Training Plan and the Commander's Strategic Planning Guidance and other training plans.

Required Skills: The work will require expertise, practical operational analysis experience, and technical support in: Promoting the TSC Exercise Planning and Execution Processes. Developing and integrating security cooperation training, exercise, and engagement requirements and objectives into the comprehensive Five-Year Partner Nation (PN) Engagement Forecast by working with N-NC Component stakeholders, NC Offices of Defense Coordination (Canada, Mexico, and The Bahamas), and PN military representatives. Experience with drafting inputs for the comprehensive Five-Year PN Engagement Forecast, in synchronization with and participation in the relevant Security Cooperation Synchronization Workshop (SCSW) for each PN. Ability to facilitate PN exercise planning and execution capability through active and cooperative participation in the Joint Event Life Cycle (JELC) for candidate exercises approved under the Developing Countries Combined Exercise Program (DCCEP) and engagement events under the Personnel Expense (PE) Program. Participation in scheduled Security Cooperation Synchronization Workshops (SCSWs) and Training and Exercise Scheduling and Synchronization (TESS) workshops and draft the strategy to align the respective objectives of these events to support objectives-based TSC. Experience coordinating with N-NC directorates, components and PNs to assess their strategic objectives within the context of the N-NC Capacity Development Plans (CDPs) and collaborate on the development of TSC-focused engagements involving each PN. Drafting and coordinating exercise inputs to North American Maritime Security Initiative (NAMSI) and Tri Command Staff Talks (TCST) as necessary. Coordinating inputs for and draft the USNORTHCOM DCCEP and PE plans in alignment with Global Employment of the Force (GEF) objectives in synchronization with efforts across adjacent GCCs and relevant FCCs. Focusing on developing and implementing an assessment tool to measure the validity and effectiveness of Partner Nations (PN) engagements in supporting the Global Employment of the Force (GEF) End States, N-NC Theater Strategy, USNORTHCOM Theater Campaign Plan, Capacity Development Plans (CDPs), and PN Country Plans. Experience with inputting security cooperation engagement activities in appropriate databases (TSCMIS, JTIMS, JLLIS, DRRS, LLIS, and JMSEL) and cross-reference this information with strategic analysis information in the GEF and its supporting Global Force Management (GFM) database. Ability to consolidate and analyze the data from the assessment systems and lessons learned from post-engagement meetings to develop an assessment brief. Include CDP gaps and shortcomings derived from the assessment analysis and validate resource availability to close the gaps and provide final recommendations for a way ahead. Drafting CDP assessments at the Command's TSC Workshops, Training and Exercise Scheduling and Synchronization (TESS) Workshops, and SCSWs. Drafting and providing quarterly updates to the TSCMIS and the Project Tracking Summary document to provide the Government an objective means of assessing progress on the work and potential impact on subsequent Subtasks and documentation tool.
