Overview: The United States Strategic Command (USSTRATCOM) Commander is designated as the Nuclear Command, Control, and Communication (NC3) enterprise lead with increased responsibilities for operations, requirements; enterprise systems engineering and integration (SE&I); assessment and analytics, to include data management, and modeling and simulation; intelligence liaison; and inspection and compliance. The NC3 Enterprise Center (NC3 EC) has been established to execute the new roles and responsibilities and enabling functions.

 

Specific Duties:

  • Support and advise NC3 EC for Initial Operational Capability (IOC) and pre-Full Operational Capability (FOC) at specified onsite and off-site meetings at DoD, JCS, other CCMDS, Services, Agencies, and Components. Attend meetings, report the meeting actives, action items, and outcomes, and make recommendations with regards to NC3 EC Compliance and Inspection responsibilities.
  • Assess and develop process and procedure for scheduling compliance assessment activities, providing special focus items in support of assessment criteria and establishing feedback methods for after-actions reporting.
  • Assess and drive root cause analysis with a focus based on gaps and seams associated with NC3 assessment data.
  • Assess and develop processes and procedures for monitoring day to day compliance of NC3 EC reporting operations and activities and sharing this information with other NC3 EC leadership and entities.
  • Assist in the development of data collection requirements for assessments, compliance, standards, exercises, outage reports, inspection, testing, and service reports to enable operational risk assessment across the enterprise.
  • Support the Chairman of the Joint Chiefs of Staff (CJCS) operational assessments programing; include building assessments schedules and plans, reporting assessment results, providing input to conduct trend analysis and reporting, and tracking assessment issue and resolutions.

 

Qualifications:

 

  • Must possess an active current Top Secret+ DoD security clearance
  • At least 10 years of experience in NC2/NC3 operation capabilities and procedures, and experience in the operations platforms, communications, and modes of operations at the Combatant Command, Joint Staff, Service, or MAJCOM level; to include current efforts in developing survivable and endurable NC2/NC3 capabilities.
  • 5-10 years' full understanding of critical command and control requirements and operational concepts inherent in each of the documents and highly competent at articulating interoperable capabilities into current and/or future NC2 and NC3 operational requirements utilizing national, DoD, and CJCS guidance with specific knowledge of: CJCS Emergency Action Procedures, USSTRATCOM Emergency Action Procedures; CJCS Instructions - 6810.01, 6811.01, 3280.1, 3265.01, 5119.1; CJCS OPORD 2CY; PPD-35; PPD-24; PPD-40; and DoDI 5100.44.
  • At least 5 years of experience utilizing auditory, written, and verbal communication skills interpreting national level directions, building operational level briefings, and leading discussions supporting COCOM level programs.
  • At least 5 years of experience working with US Government Interagency functions and processes or products such as reports, meeting minutes, and speech transcripts in order to create requirements to support future capability.
  • At least 3-5 years of experience participating in various key NC2 forums (e.g. includes the NLCC Issues Working Group, NC3 Issues Working Group, NLCC Capabilities Integration Team, NLCC Executive Management Board, NLCC Senior Steering Group, Deputy's Management Action Group (DMAG), Council on National Leadership Command, Control, and Communications System (CONLC3S), and others). Experience working with non-NC2 senior level (O-6 above) forums is allowed as an alternative (e.g. Issue working groups, Stakeholder working groups, Cyber, Functional Control Boards, etc.)
  • At least 5 years of experience utilizing auditory, written, and verbal communication skills supporting HHQ-level administrative programs and providing operational support translating guidance into operational requirements with specific focus on identifying required standards and compliance criteria.
