Overview: The United States Strategic Command (USSTRATCOM) Commander is designated as the Nuclear Command, Control, and Communication (NC3) enterprise lead with increased responsibilities for operations, requirements; enterprise systems engineering and integration (SE&I); assessment and analytics, to include data management, and modeling and simulation; intelligence liaison; and inspection and compliance. The NC3 Enterprise Center (NC3 EC) has been established to execute the new roles and responsibilities and enabling functions.

 

Specific Duties:

Policy and Concepts:

  • Support the assessment and provide technical inputs for Government revisions to documentation, regulations, instructions, directives, and other documents related to the NC3 Enterprise operations and analysis.
  • Provide assistance assessing operation gap analysis of existing NC2 CONOPS vs architecture operational risk assessment, and operational priorities of NC3 systems. The review must include criteria that ensures the CONOPS are of sufficient rigor to appropriately support the Center/Department's requirement process.
  • Support the development, coordination, and delivery of the NC3 CONOPS.
  • Support the reviews of existing and developing NC2 CONOPS. Compare the CONOPS requirements against existing and future architecture to determine potential gaps in capability, procedures, and tactics, techniques, and procedures (TTPs).
  • Support the analysis, review, and approval of changes and requests to ensure system level requirements and specifications, and future OPLAN requirements are met.
  • Provide assistance in reviewing and producing draft language in the development of NC3 policy and guidance from POTUS, DoD, and Joint Staff, to include directives and instructions with NC3 equities.
  • Assess and provide background research and technical inputs for Government revision to applicable documents associated with NC3 such as Instructions, plans and CONOPS.

 

Event Management

  • Assess and assist with developing, refining, cross referencing, and integrating requirements and supporting documentation affecting compliance and inspection activities supporting the NC3 EC divisions and subordinate activities.
  • Assess and develop processes and procedures for monitoring and analyzing the reporting performance trends within the NC3 enterprise as related to compliance responsibilities.
  • Act as contributing SME to synchronize and integrate development and sustainment programs for NC3 nodes, platforms, and systems.
  • Synchronize and integrate development and sustainment programs for National Leadership Command Capability (NLCC) and continuity programs.
  • Coordinate with NC3 EC Requirements to ensure programmed systems meet future NC3 enterprise roadmap.
  • Provide operational context to system integration and development
  • Participate in Integrated Tactical Warning and Attack Assessment (ITW/AA) Operations Management Board (OMB) co-chaired by CDRUSTRATCOM and CDRNORAD.
  • Provide expertise in the development of risk analysis framework to determine operational risk assessment across the enterprise.
  • Provide operational context/direction and requirements definition assessment based on operational risk.
  • Conduct comprehensive NC3 operational performance and risk assessment based on inputs across all processes from all NC3 stakeholder, as necessary.
  • Assist in determining process to provide risk assessment on NC3 operational systems to aid in determining a NC3 system priority list.
  • Assist and provide input to determine NC3 system list and prioritized operational system program list and their relative importance across the NC3 enterprise.
  • Coordinate with NC3 EC Intelligence Fusion Center (NC3IFC), NC3 EC Current Ops, and Joint Force Headquarters (JFHQ) Department of Defense information networks (DODIN) on threats to the NC3 Enterprise and develop TTPs to effectively integrate and unify the protection of NC2 systems and processes.
  • Assess and document required NC3 operational capabilities gather from CCDRs, the IC, Services, and the Joint Staff, using existing exercises, assessments, national strategies, architecture and relevant sources to determine risk analysis.
  • Develop Integrated Nuclear Survivability and Endurability Reports (INSER) to assess NC3 Critical Infrastructure.

 

 

Qualifications:

 

  • Must possess a Top Secret+ security clearance
  • Must have at least 10 years' experience with NC2/NC3 capabilities and procedures, and experience in the operations platforms, communications, and modes of operations, to include current efforts, in developing survivable and endurable NC2/NC3 capabilities.
  • Must have at least 5 years' experience and be currently qualified to provide operational assessment support for relevant NC3 capability requirements at the Secret, Top Secret, Sensitive Compartmented Information, and one FTE must possess a minimum of 5 years' knowledge and experience and be qualified to provide support for relevant NC2 capability operational requirements at the Special Access Program (SAP) levels.

 

Highly Desired experience

 

  • 10 years' COCOM level experience participating in various NC2/NC3 forums to include by not limited to NC2/NC3 Issues Working Groups, Policy and Procedures working groups, and others desired.
  • 5 years of experience participating in various key NC2 forums desired.
  • 5 years' experience and qualified to provide support for timely NC3 risk capability assessments and advice on mitigation options desired.
  • At least 10 years' experience translating guidance into operational requirements desired. Personnel shall fully understand critical command and control requirements and operational concepts inherent in each of these documents and be highly competent at articulating interoperable capabilities that underpin NC2 and NC3.
  • At least 3 years' experience working with, maintaining and extracting pertinent data from large data bases into spreadsheets, graphs, charts etc, is desired. Experience and training in one or more of USSTRATCOMs assigned UCP missions is highly desirable.
  • A desired 5 years' experience as a scientist or engineer analyzing the interaction of complex systems of critical infrastructure including experience: 1. Performing scientific engineering studies and technical analysis of critical infrastructure and systems; 2. Performing computer modelling and simulation of nuclear weapons effects or electronic interactions with critical infrastructure; 3. Understanding of the technical, engineering and physical interaction of CBRN threats to critical infrastructure; and/or 4. Testing of and certification of critical infrastructure against a wide variety of physical threats.
  • At least 3 years' experience staffing complex packages and adjudicating content and experience with NC2/NC3 capabilities and procedures, and experience in the operations platforms, communications, and modes of operations, to include current efforts, in developing survivable and endurable NC2/NC3 capabilities is desired.
