Overview: The United States Strategic Command (USSTRATCOM) Commander is designated as the Nuclear Command, Control, and Communication (NC3) enterprise lead with increased responsibilities for operations, requirements; enterprise systems engineering and integration (SE&I); assessment and analytics, to include data management, and modeling and simulation; intelligence liaison; and inspection and compliance. The NC3 Enterprise Center (NC3 EC) has been established to execute the new roles and responsibilities and enabling functions.

 

Specific Duties:

  • Assist the government in identification, prioritization, and advocacy of CCMD, White House Military Office (WHMO), and other stakeholders' Global and Regional NC3 requirements for submission into the DoD requirements process
  • Assist the government in developing, defining, and maintaining a flexible, rapid, iterative requirements process.
  • Assist the government in identifying ownership for development of requirements documents.
  • Assist the government in supporting others (Services, WHMO, system owner, etc.) in drafting and writing capability documents in support of new requirements process.
  • Assist the government in identifying risk issues for resolution based upon operational risk.
  • Assist the government in providing prioritization guidance to Office of the Under Secretary of Defense, Research & Engineering ((OUSD) (R&E)) in their efforts to align research and development, prototyping and innovation activities that will help shape the next generation of the NC3 enterprise architecture
  • Assist the government in issuing guidance for development of C2 and Concept of Operations (CONOPS) that define NC3 Enterprise Operational Architecture.
  • Assist the government in representing NC3 equities at all Functional Capability Boards (FCBs) (and Joint Capability Board (JCBs)/ Joint Requirements Oversight Council (JROCs) as required).
  • Assist the government in representing NC3 Enterprise issues at working groups, Councils, boards and other forums.
  • Assist the government in developing and maintaining NC3 Enterprise Capability Roadmaps.
  • Assist the government in developing and maintaining the authoritative NC3 Systems List.
  • Assist the government with developing and issuing the NC3 Enterprise Capability Planning Guidance.
  • Assist the government with developing NC3 Enterprise Integrated Priority list.

 

Qualifications:

 

  • Must possess an active/current Top Secret+ DoD security clearance
  • At least 5-10 years of experience translating NC3 guidance and highly competent at articulating interoperable capabilities that underpin the NLCC into requirements utilizing national, DoD, and CJCS guidance with specific knowledge of: CJCS Emergency Action Procedures, USSTRATCOM Emergency Action Procedures; CJCS Instructions 6810.01, 6811.01, 3280.1, 3265.01, 5119.1; CJCS OPORD 2CY; PPD-35; PPD-24; PPD-40; and DoDI 5100.44.
  • At least 3-5 years of experience developing Command responses for Senior-level decision documentation (similar to CONOPS, Integrated Priority List, Analysis of Alternatives) at the Combatant Command, Joint Staff, or DoD OSD levels; and staffing complex packages and adjudicating content.
  • At least 3-5 years of experience participating in various key NC2 forums (NLCC Issues Working Group, NC3 Issues Working Group, NLCC Capabilities Integration Team, NLCC Executive Management Board, NLCC Senior Steering Group, Deputy's Management Action Group, Council on National Leadership Command, Control, and Communications System, and others). Experience working with non-NC2 senior level (O-6 above) forums is allowed as an alternative (e.g. Issue working groups, Stakeholder working groups, Cyber, Functional Control Boards, etc.)
  • At least 2-3 years of JCIDS experience in the following: Conducting Capability Based Assessments and developing Initial Capability Documents, Functional Capabilities Board and Joint Capabilities Board processes; and identifying DOTMLPF Change Recommendations as they relate to NC3 equities. Prior experience performing these tasks at the Combatant Command, Joint Staff or Service MAJCOM level is allowed.
  • At least 5 years of experience working with key stakeholders (requirements, financial, test and evaluation, and operations) utilizing rapid, iterative processes.
  • At least 3 years of experience in the following: NC2 capabilities, procedures, operational platforms, communications, and modes of operation, to include current efforts in developing USSTRATCOM survivable and endurable NC2 capabilities.
  • At least 3 years of experience working with US Government Interagency functions and processes; OR, at least 2 years of experience analyzing and synthesizing multiple interagency products such as reports, meeting minutes, and speech transcripts in order to create requirements to support the mission.
  • At least 3 years of experience providing mission capability advocacy supporting the USSTRATCOM Integrated Priority List, the Program Objective Memorandum, and the Office of the Secretary of Defense Program Budget Review activities. Prior PPBE experience at the Combatant Command, Joint Staff or Service MAJCOM level is allowed as an alternative.

 

Desired:

 

  • Working with US Government Interagency functions and processes; or experience analyzing and synthesizing multiple interagency products such as reports, meeting minutes, and speech transcripts in order to create requirements to support the mission, is desired.
  • At least 2 years of experience designing and managing SharePoint sites is desired.
  • Prior experience developing and defining rapid, iterative policies, processes, and procedures is desirable.
