Overview: The United States Strategic Command (USSTRATCOM) Commander is designated as the Nuclear Command, Control, and Communication (NC3) enterprise lead with increased responsibilities for operations, requirements; enterprise systems engineering and integration (SE&I); assessment and analytics, to include data management, and modeling and simulation; intelligence liaison; and inspection and compliance. The NC3 Enterprise Center (NC3 EC) has been established to execute the new roles and responsibilities and enabling functions.

 

Specific Duties:

 

  • In support of Joint Staff and OSD Strategic Assessment requirements, provide analysis, perspective, and assessments on behalf of the Command. These assessments are generally recurring and require intense data collection efforts and in-depth analysis using both qualitative and quantitative techniques.
  • Provide support to Analysis, Evaluation, Assessment, and After Action Reporting. Provide onsite Analysis, Evaluation, Training Assessments, and After Action Reporting support and assistance or each exercise/training event objective or real-world event. Refer to Strategic Command Instruction 509-1, After Action, Issue Solution/Resolution, and Lessons Learned Program, for program specifications.
  • Provide advanced technical knowledge and analysis, high level functional systems analysis, design, integration, documentation, and training of integrated organizational development efforts.

 

 

Qualifications:

 

  • Must possess a Top Secret+ security clearance
  • Must have 3-5 years' experience conducting full lifecycle analysis to include requirements, activities and design; developing analysis and reporting capabilities; monitoring performance and quality control plans to identify improvements; use statistical methods to analyze data and generate reports; create models to depict trends in the customer base and identify specific data needs for analysis projects.
  • Must have 3-5 years' experience developing architecture artifacts; 2-3 years' experience with NC2 capabilities, procedures, and platforms, and experience with the operational platforms' communications systems

 

Highly Desired experience

 

  • At least 5 years' experience in: developing, constructing, testing, and maintaining architectures, such as databases and large-scale processing systems; deriving trends in data sets and developing algorithms to help make raw data more useful to the enterprise is desired. Experience with SQL database design and multiple programming languages to prepare data for analytical or operational use; and capability to communicate requirements and data trends across departments and the enterprise; understand how to optimize data retrieval and how to develop dashboards, reports and other visualizations for NC3 EC stakeholders.
  • At least 5 years' experience in using data to operate analytics programs and conduct statistical methods for developing data to use in predictive and prescriptive modeling; experience in examining data to determine patterns is desired
  • 5-7 years' experience in managing the effective development and use of data systems to include: collection, organization, storage, protection, and analysis of data systems; implementation of backup and restoral procedures, and working practices; and ensuring compliance with data architecture and data management standards and procedures defined in the Data Management Framework is desired.
