Overview: Provide services to develop and conduct vulnerability assessments in accordance with the Office of the Secretary of Defense (OSD), Joint Staff, USSTRATCOM direction and guidance, Service, and Combatant Command direction and guidance and the JEPAC mission, as well as develop, document and continuously improve the JEPAC vulnerability assessment process model. You will research and understand emerging, relevant EW/EMS technology at multiple classification levels and strive to incorporate appropriate systems into JEPAC assessments.

  • Assess the readiness of operational electromagnetic spectrum operations capabilities
  • Identifying gaps and limitations
  • Delivering timely and relevant assessment results that enable data-driven decisions and electromagnetic spectrum operations capability

Qualifications:

  • The Operations Research SME must possess over 5 years of demonstrated relevant experience in the following:
  • Understanding of current service capabilities and tactics with knowledge of vulnerabilities in the presence of threat EW in order to make recommendations to service or joint tactics, weapon school, or publications based on findings of JEPAC assessments
  • Experience analyzing threat data and controlling receipt and dissemination of foreign intelligence information
  • Ability to evaluate emerging EW threats in order to present findings, conclusions, and recommendations based on assessment results
  • Conducting tactical, operational, and strategic level research concerning the impact of existing and emerging EW threats to joint operations
  • Performing EW assessment planning, analysis, and report writing
  • Performing scientific work requiring design, development, and adaptation of mathematical statistical models and other scientific methods and techniques with current, usable knowledge of mathematical and statistical software packages such as JMP, EXCEL, MATLAB
  • Working with SMEs to define data requirements for data collection purposes and maximizing the opportunity for statistically significant results
  • Validating the effectiveness of data collection for post-event analysis
  • Serving as lead author for the analysis portion of assessment plans and reports
  • Identifying requirements for specialized data analysis software and other tools
  • Conducting analysis, research, and studies to identify assessment objectives and recommend alternative courses of action
  • Developing detailed design of experiments (DOE) data collection and data analysis plans to explicitly state how JEPAC will collect, manage, store, control, and analyze data for each assessment event, maximizing use of existing data management tools and assisting with new database designs and data extraction
  • Preforming detailed analysis of EW objectives, Measures of Effectiveness (MOE), and Measures of Performance (MOP) to conduct research utilizing all available sources of classified and unclassified information
  • Facilitating effective and efficient execution of assessment activities
  • Analyzing collected assessment data and reporting analysis results as requested in various forms to include tables, graphs, and figures
  • PMP training and certification is desirable
