The USSTRATCOM J9 requires contract support in the following areas: 1) Operations, Campaign, and Strategic Assessments, to include expertise in USSTRATCOM Mission areas outlined in the Unified Command Plan (UCP); 2) Red Team technical writing; 3) Wargaming Operations and Support with associated alternative futures activity; 4) and, Decision Support Tools and Modeling and Simulation with associated data and information management and operations research support.


Job Duties: Contractor will support one or more of the following J9 broad areas of interests: perform assessments for the establishment of strategic baselines of the current "as is" global environment; conduct continuous scans of the strategic and operational environment as it relates to USSTRATCOM's Unified Command Plan (UCP) mission areas; conduct Campaign Plan Assessments; assist with completing the Comprehensive Joint Assessment (CJA) for the Chairman of the Joint Chiefs of Staff (CJCS) to determine Combatant Command abilities to meet Title 10 and Unified Command Plan (UCP) responsibilities. Additional areas of support include: performing alternative futures analysis; development of plausible alternative futures; coordinating, providing, developing, and executing modeling and simulation capabilities assessments and related studies; assisting with the management of the USSTRATCOM Academic Internship Program; developing, maintaining, and conducting the Directorate Training Program.
• Conduct analysis of data to produce assessment findings. Examples include, but are not limited to: identification of operational shortfalls, risks, vulnerabilities, and capability gaps; identification of factors leading to progression toward/regression from Campaign objectives; identification of military and strategic risks, vulnerabilities, and doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) gaps.
• Conduct ad hoc mission area assessments and focused, out of cycle campaign or strategic-level assessments as directed on important, rapidly changing issues to support Commander and senior-leadership decision making.
• Perform and document assessment work requiring substantive knowledge of USSTRATCOM plans, operations, missions, policies, objectives, and management principles/policies


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Understands the interrelationships between domain of expertise and other domains
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.
• Familiarity with end-to-end operations and processes from National level through Unit execution


Qualifications:
• Minimum of 5 years of operationa1 experience in one of USSTRATCOM's assigned UCP mission areas
• Work experience that required developing tasks, metrics, measures of performance, and indicators (preferred)
