Operating synergistically, the United States Strategic Command (USSTRATCOM) Global Operations Center (GOC), Commander's Situation Room (CSR), and GOC Battle Deck enable execution of the Command's Campaign Plan. From these facilities, the Commander (CDR) can employ the organization's resources, activities, and procedures thereby satisfying operational mission responsibilities. The GOC is the Command's twenty-four hours a day/seven days a week (24/7) nerve center. USSTRATCOM requires advisory and assistance services support to execute life cycle management, engineering, and integration of required systems into the GOC and other C2 systems. This includes the new C2 Facility as well as the GOC and associated operations and support centers. To this end, USSTRATCOM will integrate space programs, ballistic missile defense, global strike, deterrence, global network operations and global Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) requirements.


Job Duties:
• Support USSTRATCOM GOC with the following:
• Metrics and Earned Value Management (EVM): The contractor shall employ appropriate methodology for the effective tracking and monitoring of project progress with rapid and effective data management, this may include Earned Value Management (EVM) or another methodology approved by the government.
• Assist the Government with integrating costs, schedule, and technical performance data from multiple sources to meet metrics requirements and harness information to better manage projects which enhance the value of existing or planned investments.
• Design the architectures to provide for present and future cross- functional requirements and interfaces.
• Ensure that architected systems are compatible with the standards for open systems architectures, the Open Systems Interconnection (OSI) model, and the International Standards Organization (ISO) reference models, standards such as the Institute of Electrical and Electronic Engineers (IEEE) and Open Systems Environment (OSE) reference model.
• The contractor shall evaluate analytically and systematically problems of workflows, organization, and planning and develop appropriate corrective actions.
• Assess the impact and design of these survivable C2 systems for the various platforms to include cost, design, performance, power, cooling, floor space, budget/funding requirements, reliability, maintainability, availability, and interoperability with existing infrastructure as well as integration for future technological advances along with providing recommendations for the resolution of these issues.
• Design, engineer, and support deployment of technologies and interfaces specifically supporting the operational requirements of senior DoD leadership within the GOC and associate/supporting facilities.
• Support risk analysis on proposed architecture changes, technical solutions input to proposed architectural changes/requirements, and technical assistance in configuring existing network requirements.
• Provide requirements support while assisting the USSTRATCOM in defining survivable C2 systems requirements and analyzing system requirements.
• Provide the government with the requirements status, currency and accuracy of assigned requirements and report the current status as requested to include status reviews, monitoring and follow-up of each applicable item in the tracking database and the suspense of these items.
• Participate in various meetings as requested by the government that prioritize or review the status of requirements.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Have an engineering degree (aeronautical, astronautical/aerospace, electrical, electronic, computer, telecommunications, et al) or Computer Science / Software Engineering degree with experience appropriate for this level (12 years' experience, Master's Degree or equivalent expertise).
• Have at least 6 years experience with CJCS instructions, manuals, and nuclear Emergency Action Procedures (EAPs).
• Have experience with engineering and technical services for N2C4 systems/sub-systems and related supporting systems; and supporting the development and implementation of engineering technical solutions for critical systems and capabilities.
• Have at least two years practical expertise in project and support management with the overall operations and maintenance of N2C4 systems/sub-systems and related supporting systems with specific emphasis in overall task engineering and technical services.
