The USSTRATCOM J86 focuses on transformational command and control (C2) innovations and supports the sustainment and strengthening of traditional Nuclear Command and Control (NC2) and Global C2 (GC2). The execution of critical near and long term United States Strategic Command (USSTRATCOM) mission objectives ensures the continued vitality of traditional NC2 and the long term transformation of stove piped, point-to-point capability to a net centric architecture. S4 will support the USSTRATCOM J86 with Advisory and Assistance Services support for USSTRATCOM's C2 Capabilities Division, to help implement GC2 capabilities, NC2 enhancement, distributive C2 support, C2 system transition planning and management, data strategy and pilot efforts and facilitate information exchanges between Combatant Commands (COCOMs), Joint Functional Component Command Global Strike (JFCC GS), Department of Defense (DoD), and allied military planners.


Job Duties:
With Government guidance, develop, refine, and maintain documentation to support the development of GC2 and NC2 capabilities and requirements for the near, mid, and far term period. This effort supports multiple DoD, Joint Chiefs of Staff (JCS), and COCOM processes. The contractor shall perform the following:
• Document required operational capabilities gathered from COCOMs, JFCCs, Intelligence Community, the Services, and the Joint Staff (JS) using exercises, national strategies, integrated architectures, and other sources as input.
• Develop Joint Capabilities Integration Development System (JCIDS) documents including Capability Based Assessments (CBAs) and Initial Capability Documents (ICDs), to identify capability and supportability needs and Doctrine, Organization, Training, Materiel, Leadership, Personnel, & Facilities (DOTMLPF) Change Recommendations (DCR).
• Assist USSTRATCOM J86 with GC2 advocacy, to include analytic efforts that support both USSTRATCOM and Joint Staff requirements and Planning, Programming, and Budgeting Execution (PPBE) processes.
• Provide USSTRATCOM J86 subject matter expertise on senior leader nuclear and national support requirements, nuclear C2 processes, nuclear command post operations, emergency action procedures, NC2 airborne and maritime platform operations, and missile, submarine, and bomber procedures and operations.
• Provide USSTRATCOM J86 liaison services with key elements of the NC2 community of interest.
• Develop Concept of Operations (CONOPS), Operational Concepts, Implementation Plans, and Plans of Action and Milestones applicable to USSTRATCOM's implementation of distributive C2 capabilities; including air, ground, and maritime elements.
• Develop plans of action and milestones associated with the standup of Distributive Command and Control Nodes (DC2Ns) and the implementation of distributive C2 capabilities across a transformational National Military Command System (NMCS).
• Assist the government by providing technical inputs for revisions to documentation, regulations, instructions, directives, and other documents, as requested by the PM. The contractor shall provide technical reviews of system/sub-system architecture and requirements documents when requested by the government (e.g. USSTRATCOM Strategic Instructions/ Directives, Emergency Action Procedures - Chairman Joint Chiefs of Staff (EAP-CJCS), CJCS-Operations Orders (CJCS-OPORDs), Nuclear Command and Control System Technical Performance Criteria, CJCS Instructions, and Operation Plans (OPLANs).
• Assist in developing JCIDS documents to identify capabilities as required to support the USSTRATCOM UCP assigned missions.
• Assist USSTRATCOM J86 in managing electromagnetic pulse (EMP) advocacy. This includes assessing and providing input on operational strengthening of nuclear capability, coordinating with USSTRATCOM J3, the Nuclear Command and Control Support Staff (NSS) and Under Secretary of Defense for Acquisition, Technology, and Logistics (USD AT&L) in actions directed to address EMP mission shortfalls, and providing subject matter expertise for interdependencies related to situational awareness, planning, decision making, force direction and force management for NC2. Additionally, the contractor shall assess and provide input on kill chain analysis for degraded operations as a result of EMP events and prepare chain of command briefings to articulate and advocate operational impacts, risks and advantages of selected EMP protective measures, including; hardening, redundancy and mobility.
• Provide USSTRATCOM J86 subject matter expertise for senior leader nuclear support requirements, specifically providing knowledge of mobile platform C2 capability; including air, and ground elements.


Requisite Personnel Qualifications:

Qualifications:
• Knowledge (5 or more years' experience) of Joint Capabilities Integration Development System (JCIDS), and experience conducting Capability Based Assessments (CBAs), and developing Initial Capability Documents (ICDs), and DOTMLPF Change Recommendations (DCRs) as they relate to NC2 modernization and transformation. Possess a minimum of 5 years of JCIDS experience at the COCOM-level.
• Expert knowledge (10 or more years' experience) of the NC3 CONOPS, the USSTRATCOM Distributive DC2N CONOPS, National Security Presidential Directives (NSPD) 28 and 51, and key DoD and Chairman Joint Chiefs of Staff NC2 Directives and Instructions. These personnel shall fully understand how these critical concepts support the National Leadership Command Capability (NLCC) and be prepared to support the implementation of distributive C2.
• Possess a minimum of 5 years' experience conducting Capability-Based Assessments (CBAs) on key NC2 capability areas and understand the future vision for NC3 and NLCC transformation.
• Expert knowledge and a minimum of 10 years of COCOM level experience participating in various key NC2 forums, to include the NLCC Issues Working Group, NC3 Issues Working Group, the NLCC Capabilities Integration Team, the USSTRATCOM Nuclear Enterprise Board, Nuclear Enterprise Council, the NLCC Executive Management Board, NLCC Senior Steering Group, Deputy's Management Action Group (DMAG), Senior NSPD-28 Oversight Committee (SNOC) and others.
• Expert knowledge and a minimum of 10 years' experience working NC2 capability advocacy in support of the Commander USSTRATCOM Integrated Priority List (IPL), the Program Objective Memorandum (POM) and Program Review activities/efforts.
• Knowledge and expertise working Senior Leader Command, Control, and Communications Services (SLC3S), the Joint Aerial Layer Network, and E-6B enhancement schedules and plans.
