Overview: The United States Space Command (USSPACECOM) J36 requires support for optimizing USSPACECOM's global SATCOM employment to meet Combatant Command, Service, and Agency (CC/S/A) and International Partners (IP) needs. In this position you will be assisting with operations analysis including collecting, analyzing, and documenting SATCOM communication requirements.

Specific Duties:

• Support assessments for combatant commands and USSPACECOM subordinate units, integrate and synchronize USSPACECOM assessment activities, assessments of SATCOM operations and OPLAN/CONPLAN SATCOM support
• Provide assessment and evaluation of the primary communications payload of each constellation
• Provide operational analysis to support USSPACECOM's efforts to ensure SATCOM systems are sized, deployed, and optimized to meet current and future war fighting requirements
• Developed and leverage existing and planned transmission paths and enable communications planners and providers to have visibility into SATCOM and related network resources for planning, implementing, monitoring, and sustaining communications support to forces within the applicable Area of Responsibility (AOR)
• Assist with integration and management of SATCOM as part of the DoD Information Networks (DoDIN) telecommunications infrastructure
• Monitor the health of each spacecraft and the constellation based on system performance parameters
• Assist with advocacy for DoD operational SATCOM matters as approved by USSPACECOM, representation of the DoD SATCOM community, coordinating and orchestrating consolidated user positions with CC/S/As, and integrated, system-level planning and coordination for all SATCOM systems in support of global operations including intelligence, commercial, and allied SATCOM resources.
• Assist with the detection, identification (including geolocation), and reporting of SATCOM interference and jamming issues
• Support the development of interference and jamming resolution courses of action in conjunction with the Joint Staff, CC/S/As, and Joint Spectrum Center
• Prepare and publish procedures for the resolution of non-jamming interference with DoD and leased SATCOM services
• Prepare interference case files and foreign disclosure packages for ongoing efforts to mitigate and resolve SATCOM interference

Qualifications:

• Active current TS+ clearance
• Five plus years of relevant experience with, or education in, communication principles and theory in SATCOM access process and experience with at least five of the following communications and computer systems:
  • Milstar
  • Enhanced Polar System (EPS)
  • Milstar Communications Planning Tool-Integrated (MCPT-I)
  • Advanced Extremely High Frequency (AEHF)
  • Time Distribution Sub-system Pre-processor (TDSSP)
  • Fleet Satellite Communications System (FLTSAT)
  • Joint MILSATCOM Network Integrated (JMINI)
  • Integrated Broadcast Services (IBS)
  • Mobile User Objective System (MUOS)
  • Ultra-High Frequency Follow-on (UFO)
  • Wideband Global SATCOM (WGS)
  • Global Broadcast System (GBS)
  • Joint SATCOM Management and Planning System (JSMPS)
  • Joint Integrated SATCOM Tool (JIST)
• Experience in a system engineering field with a specialization in computer science, information technology, or electrical engineering
• Apportionment and Allocation: Support all SATCOM apportionment planning and allocation processes in support of all ground, space, and control networks; the operational control of sub-networks for apportioned SATCOM resources; and the network apportionment planning and allocation process or all SATCOM spectrums
• Experience in planning and evaluating network definitions on the Milstar Mission Planning Element (MPE), JMINI, JSMPS, and JIST
• Experience with scheduled upgrades and apportionment and allocation
• Knowledge of intelligence capabilities, processes, and tasking mechanisms to support government efforts for performance of SATCOM interference tasks to support the detection, identification, and reporting of SATCOM interference and jamming issues, jamming resolution course of action, preparing and publishing procedures for the resolution of non-jamming interference with DoD and leased SATCOM services, and preparing interference case files and foreign disclosure packages for ongoing efforts to mitigate and resolve SATCOM interference
• 12+ years of relevance experience, or education in communication principles and theory in SATCOM, access processes, and related communication and computer systems listed above is desired
