Overview: The United States Space Command (USSPACECOM) J36 requires support for optimizing USSPACECOM's global SATCOM employment to meet Combatant command, Service, and Agency (CC/S/A) and International Partners (IP) needs. In this position you will be assisting with the technical aspects of IP SATCOM exchange negotiations; USSPACECOM participation in exploratory discussions and negotiations with NATO and foreign entities led by the Department of Defense Chief Information Officer (DoD CIO) to ensure SATCOM access, operational procedures, and assessment of agreements are performed, thus ensuring the development of required SATCOM information exchange with allies; preparing memorandums of agreement (MOA) and memorandum of understanding (MOU)) for use with foreign SATCOM providers; assisting with the development of agreements with key allies and coalition partners; and development of analyses and mitigation/transition plans based on proposed sharing of Ultra High Frequency/Super High Frequency/Extremely High Frequency (UHF/SHF/EHF) resources.


Specific Duties:

  • Develop and recommend amendments to MOAs, MOUs, and Annexes to the Steering Committee
  • Execute policy and directions as related to MOAs and MOUs
  • Coordinate operational and technical related aspects with U.S. DoD and affected elements of the other participants
  • Prepare periodic status reports concerning MOAs and MOUs
  • Develop Tactics, Techniques, and Procedure (TTP) for Optimization and prepare reports as needed
  • Develop processes and procedures for each non-U.S. DoD participant providing situational awareness regarding Baseline Resource Allocation (BRA) and system usage
  • Attend and report on meetings approved by the Government including Constellation Sustainment Assessment Team (CSAT), IP SATCOM Steering Committee Meetings, Annual SATCOM Working Group, Narrowband Working Group, Wideband Working Group, and Project Steering Review (PSR)
  • Interact with IP and MOA/MOU partners is expected in performance of the task order and support of the tasks set forth therein. The contractor and contractor personnel shall perform without fail as follows:

Qualifications:

  • Active current TS+ clearance
  • Five plus years of relevant experience with, or education in, communication principles and theory in SATCOM access process and experience with at least five of the following communications and computer systems:
    • Milstar
    • Enhanced Polar System (EPS)
    • Milstar Communications Planning Tool-Integrated (MCPT-I)
    • Advanced Extremely High Frequency (AEHF)
    • Time Distribution Sub-System Pre-processor (TDSSP)
    • Fleet Satellite Communications System (FLTSAT)
    • Joint MILSATCOM Network Integrated (JMINI)
    • Integrated Broadcast Services (IBS)
    • Mobile User Objective System (MUOS)
    • Ultra-High Frequency Follow-on (UFO)
    • Wideband Global SATCOM (WGS)
    • Global Broadcast System (GBS)
    • Joint SATCOM Management and Planning System (JSMPS)
    • Joint Integrated SATCOM Tool (JIST)
  • Experience in a system engineering field with a specialization in computer science, information technology, or electrical engineering
  • Experience in planning and evaluating network definitions on the Milstar Mission Planning Element (MPE), JMINI, JSMPS, and JIST
  • Experience with scheduled satellite upgrades
  • 12+ years of relevance experience, or education in communication principles and theory in SATCOM, access processes, and related communication and computer systems listed above is desired
