Overview: The United States Space Command (USSPACECOM) J36 requires support for optimizing USSPACECOM's global SATCOM employment to meet Combatant command, Service, and Agency (CC/S/A) and International Partners (IP) needs. In this position you will provide technical expertise in support of policy and related guidance development to include Systems Control and Operations policies and guidance. You will assist with publishing operational concept for system control, system policies, and procedures for effective and efficient SATCOM resource management as well as providing high quality technical writing, editorial, and other document development expertise.


Specific Duties:

  • Assist with drafting and coordination of USSPACECOM Policy, Plans, Procedures, Space Instructions, orders, and network operational procedures
  • Conduct procedure verification and validation, assist with staffing and comment resolution, coordinate and support document production and distribution
  • Assist with drafting and coordination of communication plans and procedures that support both survivable and endurable connectivity from the President to strategic global forces including strategies, concept of operations, orders, directives, plans, procedures, instructions, reports, and inputs to other technical documents, such as DoD and joint publications
  • Evaluate current and future programs, Operations Plans (OPLANs), Concept Plans (CONPLANs) and other operational planning documents to independently assess requirement satisfaction, and the operational effectiveness and impacts
  • Support designated engineering analyses, and other performance-related studies for currently deployed and future systems
  • Assist with the management of the technical assessment process, in addition to the technical and operational assessment of user requirements
  • Gather, analyze, and report information concerning system use and status of CC/S/A and other authorized users as requested
  • Support USSPACECOM SATCOM resource arbitration process to resolve conflicts resulting from apportionment decisions, allocation, and spacecraft positioning and outages
  • Support Satellite Database (SDB) operational assessments and processing SDB waivers in support of urgent SATCOM access requirements

Qualifications:

  • Active current TS+ clearance
  • Five plus years of relevant experience with, or education in, communication principles and theory in SATCOM access process and experience with at least five of the following communications and computer systems:
    • Milstar
    • Enhanced Polar System (EPS)
    • Milstar Communications Planning Tool-Integrated (MCPT-I)
    • Advanced Extremely High Frequency (AEHF)
    • Time Distribution Sub-system Pre-processor (TDSSP)
    • Fleet Satellite Communications System (FLTSAT)
    • Joint MILSATCOM Network Integrated (JMINI)
    • Integrated Broadcast Services (IBS)
    • Mobile User Objective System (MUOS)
    • Ultra-High Frequency Follow-on (UFO)
    • Wideband Global SATCOM (WGS)
    • Global Broadcast System (GBS)
    • Joint SATCOM Management and Planning System (JSMPS)
    • Joint Integrated SATCOM Tool (JIST)
  • Experience in a system engineering field with a specialization in computer science, information technology, or electrical engineering
  • Experience with strategic global SATCOM planning processes to support SATCOM resource allocation for apportionment, deployment, implementation, and coalition plans; conducting integrated system-level planning and coordination for all SATCOM systems, provide technical expertise to assist in developing SATCOM policies and procedures, apportionment plans, constellation deployment plans, satellite positioning and repositioning plans, and supporting government implementation processes
  • Experience in planning and evaluating network definitions on the Milstar Mission Planning Element (MPE), JMINI, JSMPS, and JIST
  • Experience with scheduled upgrades and apportionment and allocation
  • 12+ years of relevance experience, or education in communication principles and theory in SATCOM, access processes, and related communication and computer systems listed above desired
