Overview: S4 Inc. is currently looking for Subject Matter Experts in ISR to support the Joint ISR Operations Center-Chairman's Controlled Activity (JISROC-CCA) in planning, integrating, and coordinating ISR in support of Combatant Commands (CCMD) and National operational and intelligence requirements; synchronize strategy and planning to integrate DoD ISR resources to satisfy high-priority CCMD, DoD, and National requirements; support requirements of ISR planning, collection management, global force management, ISR assessments, and ISR advocacy; and perform planning, development, coordination, implementation, and analysis of the mission to support CJCS ISR roles and responsibilities

Specific Duties: In this position you will be responsible for:

• Supporting the development and staffing of global ISR plans and sourcing recommendations to emergent/short-notice requests for force
• Respond to taskings and requests for information on ISR capabilities and processes
• Support meetings and forums for Sr. military leaders (General/Flag Officer level) to include Secure Video Teleconferences
• Support Joint Planning and Execution Community management reviews Global Campaign Plans, Combatant Campaign Plans, and other plans tasked by the Contingency Planning Guidance
• Coordinate and evaluate ISR activities across all plans
• Support the development of complete ISR allocation recommendations
• Ensure PED alignment with Combatant Command execution of ISR allocation, maintain PED situational awareness, answer PED requests for information, address PED managements issues, and coordinate regularly with the Military Services, CCMDs, CSAs, allies/partners, and the OSD
• Support crisis/contingency/exercise manning and execution and use modeling and simulation tools to validate processes and products as required
• Support operations, testing, transition, and sustainment for current and future ISR information systems
• Support capability development and advocacy for new ISR capabilities
• Assist J-32 ISR operations and collection management in the space domain
• Support planning, developing, reviewing, and maintaining Space Rendezvous and Proximity Operations (RPO) subsystem requirement to include recommendations for changes and developing the appropriate verification methods with corresponding language
• Conduct all aspects of Geospatial Information and Services support activities to include geospatial requirements management, database maintenance, customer coordination and technical staff work

Skills: Ability to work both independently and in a team environment with clients and vendors, demonstrated technical leadership skills, good verbal and written communication skills. Have a solid understanding of the design of complex databases (e.g., schema and subschema details) so limitations/deficiencies can be identified.

Qualifications:

• Top Secret+ security clearance
• 11 years of demonstrated current, defined as within the last 15 years, and relevant experience in Joint-ISR planning and operations
• 11 years of demonstrated current, defined as within the last 15 years, and relevant experience in staffing, communication, and coordination efforts across Combatant Commands, Services, Interagency, and the joint military environment
• 11 years of current, defined as within the last 15 years, demonstrated and relevant experience in analyzing, reviewing, producing, disseminating, and publishing formal documentation pertaining to ISR such as:
  • Global ISR execution and ISR Scientific and Technical implementation orders
  • SRO Book
  • Global Force Management (GFM) ISR Sourcing Recommendations
  • Global ISR Conference briefs
  • Global ISR Laydown and ISR GFM "Coloring Book"
  • OSR Operational Assessments
  • ISR Capabilities and Advocacy Studies
  • Joint Capabilities Requirements Manager and Joint Staff Logbook
  • Reconnaissance Operations Management Enterprise
• Support J-32 management of special scientific and technical programs and the SRO process
• Provide subject matter expertise in the form of coordination between Joint Reconnaissance Center (JRC) Operations and Intelligence staff members and the SRO Branch personnel to facilitate the SRO approval process
• Attend special programs technical exchange meetings, as required, and serve as special programs platform/system SME
• Provide theater and national expertise on global Research and Development (R&D) and Joint/Advanced Concept Technology Demonstration capabilities
