Overview: S4 Inc. employees selected for this position will be supporting system certification and integrity for multiple USSTRATCOM mission systems such as Integrated Warning and Attack Assessment (ITW/AA); Theater Event System (TES), Missile Defense (MS) systems; COBRA DANE; Force Survivability, Analysis and Management Systems (FSAM); and Nuclear Planning and Execution System (NPES). The scope of this contract also applies to new or replacement systems and other systems as required by the government.


Position Overview

Provide Senior Military Analyst Advisory and Assistance Services for technical support to the System Certification staff in the daily conduct of the system integrity process for multiple mission systems to include the following covered systems: ITW/AA; Theater Event System (TES); Missile Defense (MD) systems that are also ITW/AA systems, COBRA DANE, and the Command, Control, Battle Management and Communications system; NC3 (e.g. Force Survivability, Analysis and Management System (FSAM), Nuclear Planning and Execution System, and Secure Messaging and Routing Terminal Next Generation); and space surveillance and control systems (space warning).


Essential Job Functions

  • Typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
  • Travel associated with the task order is expected. Shall be required to perform travel to various locations within the Continental United States (CONUS); the Government anticipates approximately fifty (50) trips per period of performance. May be required to travel as a passenger on military transportation into non-hostile areas to perform tasks.
  • Shall comply with annual required ancillary training as indicated by the Government to maintain necessary accesses and certifications.
  • Document Review: Review Development Test and Evaluation and Operational Test plans and procedures, Test Objective Worksheets (TOWs), other test documentation, and various requirements documents (e.g., Operational Requirements Documents and Capabilities Design Documents) for determination of impact to the technical integrity and sufficiency of system requirements verification of the covered systems.
  • Review systems deficiency reports.
  • Evaluate scenarios and simulations designed to cover test systems.
  • Test Preparation: Attend test-related meetings to ensure proposed test methods and scenarios will not degrade system integrity.
  • Participate in development of simulation requirements.
  • Test Support: Attend test events including pre-test briefs, actual tests and post-brief tests. Quick Look Evaluation Reports discussion of system configuration, software version in use on each system, abnormalities, correct processing, and planned retest dates.
  • Test Data Collection and Analysis: Analyze data from various system tests and identify data collection requirements to the Government. In conjunction with other data collection methods, the AMDOTS system shall be utilized to expedite analysis and, in near real-time, assist development teams in the correction of anomalies. Problem Reports or other documentation shall be used to present discrepancies or anomalies observed during testing, or as a result of data analysis.
  • Technical Support: Attend covered system design reviews, Integrated Product Team meetings, Integrated Test Team meetings, status, and/or working group meetings to obtain updated information so technical support to the Government certification team can be provided. Shall verbally identify to the meeting body any potential certification issues to include analysis of proposed design, test capability, redundancy and any other issues that might affect certification of the system.
  • Develop, maintain, and update certification database used to plan, conduct, and record Systems Integrity Board meetings and track certification status.
  • Develop and maintain a comprehensive System Certification Course.
  • Technical Support: Plan, coordinate, execute, and analyze data from the covered system's end-to-end technical performance and report the results for NEC/ACS in accordance with SI 535-04. Provide periodic simulation media requirements and technical reviews as required.
  • Support evaluation planning working group meetings. Develop detailed procedures for all evaluation participants.
  • Develop TOWs and Consolidated Exercise Support Requests (CESR) for each evaluation.
  • Update data collection checklists for each evaluation participant to ensure consistency with each participant's data collection capabilities.
  • Execute the TPE and space warning system real-world data collection effort. Retrieve and perform quality-control checks of all post-test data collection material.
  • Submit reports on problems as they are identified during evaluation execution and data analysis.
  • Participate in the scoring of Problem Reports (PRs).
  • Prepare draft and final evaluation reports that include an executive summary, TPE recap (summary, limitations, and participation), an assessment of mission impact of noted problems, a listing of all documented problems, recommendations for system corrections and/or improvements and an assessment of applicability to the Chairman, Joint Chiefs of Staff Instructions (CJCSI).
  • Develop draft briefings to present TPE findings and recommendations.
  • Develop simulation requirements to support the evaluation program.
  • Provide reviews and reports of technical documents in support of the TPE program to include scenario and simulation media.
  • Identify Lessons Learned from each TPE.
  • AMDOTS: Work with various organizations to install, administer, and maintain RMUs. RMUs shall support automated data collection and retrieval for the AMDOTS Data Warehouse. Set up, configure and support internal and external networks. Develop and maintain all systems, applications, security and network configurations. Troubleshoot network performance issues; identify potential problems and provide recommendations to resolve those problems. Periodically update and maintain AMDOTS disaster recovery and contingency plans; recommend upgrades, patches, new applications and equipment; and provide technical support and guidance to users as required. Update and maintain RMU's system configuration documentation to include internal and external interfaces, and the configuration control and management plan.
  • Develop an AMDOTS Data Analysis Course to support both real-world and test data analysis.
  • Develop and update procedures to maintain AMDOTS equipment.
  • Maintain external user log of organizations requesting AMDOTS assistance/support.
  • Evaluate and update site "As Built" documentation/tech solutions of installation of RMUs as site modifications are identified.
  • Support the operating system installation and maintenance of RMUs.
  • Travel to various sites to install equipment, load new software, and troubleshoot AMDOTS equipment.
  • Update and provide the data loading and transforming functions documentation and source code. Upgrade and maintain the AMDOTS Data Warehouse, including the Extract, Transform, Load (ETL) software source code and documentation; SQL Server database scripts, procedures, maintenance plans, and documentation; and automated reporting features.
  • Automate and maintain data transmission from source to the AMDOTS Data Warehouse (end-to-end) to include disaster recovery and contingency plan.
  • Develop and deliver all software and documentation for data collection, data retrieval, data processing and AMDOTS Data Warehouse.
  • Ensure that no harmful code or similar programming effects are coded or introduced into the AMDOTS system.
  • Protocol Testing and Compliance:
  • Maintain and update existing Government-owned Communications Test Unit (CTU) software. CTU software was developed in Microsoft Visual Studio C++. Maintain and update the CTU Users Guide. Delivery of a softcopy of the revised software and/or CTU Users Guide required. Evaluate software development changes to the CTU to allow it to function more dynamically as a complete protocol handler to allow the most flexible, reliable and complete ADCCP test capability.
  • Deliver CTU test set reports and test set descriptions as circumstances warrant.
  • Travel with the pertinent tester and perform testing of the protocols in the covered systems. Ensure that the interfaces are implementing and retaining the protocols IAW the applicable standards or documents. Make preliminary evaluations on the effects of improperly implemented protocols and possible impact to system integrity. Troubleshoot and repair connectivity problems encountered while connecting to the different systems for testing.
  • Deliver test reports providing assessments, conclusions and recommendations based on results of tests performed at sites visited.
