The Secretary of the Joint Staff (SJS), Actions Division, Joint Training Center, requires continued and full training and instructional support for the Joint Staff Training Program (JSTP). All courses and course material under the existing program are current but will require updates as software upgrades occur and business processes are modified. Orientation courses for new applications may be required as the Joint Staff continues to integrate emerging enterprise architecture and collaboration technologies. The work to be performed under this contract will provide ongoing training development and instructional services in support of the JSTP.


Anticipated start date is on or about April 16, 2015


Job Duties
General Capability:
• Supervises training and instruction personnel and provides oversight of training material preparation and revisions.
• Prepares instructor materials (course outlines, lesson plans, slides, and instructor aids).
• Prepares student materials (student training guides, quick reference guides, workbooks, handouts, training aids, and course surveys).
• Preparation of instructor and student materials will be based on Government-provided material and information, such as user guides, technical instructions, and Joint Staff instructions and manuals.
• Trains personnel by conducting formal classroom courses, workshops, and seminars. Schedules and assigns duties to subordinates.
• Provides daily supervision and direction to contractor staff. Monitors the performance of each task and keeps the COR/Program Manager informed of all problems and accomplishments. Interacts, as necessary, with Government management personnel.
• Provides required reports in writing and orally to contractor management and Government representatives.
Specialized Capability:
• Must have a working knowledge and understanding of DoD and Joint Staff organizations and functions, and the Joint Staff mission, requirements, and working environment.
• Must have a working knowledge of and experience using an enterprise task management, collaboration, and records management system such as the Joint Staff Action Processing (JSAP) system, Enterprise Content Management (ECM), or similar systems.
• Must have a working knowledge of and training experience with Web 2.0, Intellipedia, Defense Connect On-Line/Jabber, and SharePoint 2010 and 2013.
• Must have instructor expertise and training experience on effective writing techniques, especially as it relates to military staff writing.


Requisite Personnel Qualifications:
• At least 7 years of experience in systems development, training, or related fields, with 3 years of experience in providing end-user instruction on computer hardware, application software, and business processes.
• In addition, as a Senior Training Specialist leading the contractor's instructor staff, at least two years of direct supervisory or team lead experience is required.
