S4 Inc. is seeking a full-time Sr. Joint Training Program Manager. This role will be onsite at Offutt AFB, NE to support the USSTRATCOM/J7 program.

Program description: USSTRATCOM's global mission requires continuous exercise, training, and assessment support to enable USSTRATCOM to execute the overarching U.S. Department of Defense policy and provide global capabilities in support of national strategic, and tactical requirements. Planning and execution of joint exercises, training, wargames, developing current and emerging training and exercise modeling and simulation, mission assessments, and education/organizational development programs are required to ensure USSTRATCOM and its components are prepared to accomplish their mission. USSTRATCOM/J7 is responsible for planning and executing USSTRATCOM's Joint Exercise program, leading the Command's wargaming efforts, conducting independent operational and strategic assessments, managing the Command's Test and Integration Facility, developing current and emerging training and exercise modeling and simulation. USSTRATCOM/J14 leads the Command's joint education and organizational development programs. Combined, these efforts are critical to providing the Commander decision-quality data and analysis resulting in improved mission execution and more efficient and effective leadership of assigned forces.

Job Description:

Provide Program management and lesson plan development, analysis, improvement and assessment using appropriate pedagogical methods to include ISD; Program and process management of joint education and professional development programs; Joint training, education, and professional development database administration, analysis, and problem-solving Web development services.

  • Provide program management and lesson plan development, analysis, improvement and assessment using appropriate pedagogical methods (analyze, design, develop, coordinate, administer, manage, teach, and evaluate) to design, develop and deliver, and maintain currency of USSTRATCOM joint training, education, and professional development (TE&PD) products and courses, and incorporate accordingly into appropriate training databases.
  • Plan, prepare, maintain/update, and execute Command integrated missions and joint operations training and orientation events including Onboarding Acculturation sessions, and onboarding process management.
  • Plan, prepare, maintain/update, and execute command joint training and education programs including the Strategic Leadership Fellows Program and the Strategic Deterrence Education Program.
  • Plan, prepare, maintain/update, and execute command-wide joint training and education, programs including on-site courses, lectures, and subject matter expert facilitated discussions led by internal and external speakers. Support joint training and education program activities that address identified training needs. Maintain a variety of manual and electronic files and/or records.
  • Participate in meetings, workshops, and seminars for the purpose of conveying and gathering information required to perform functions.
  • Prepare a wide variety of written materials for the purpose of documenting activities, providing written reference, and/or conveying information.
  • Research a variety of information (e.g., courses, materials, etc.) for the purpose of developing new programs that meet joint training needs. Respond to inquiries for the purpose of resolving problems, providing information and/or referral to appropriate personnel.
  • Maintain online presence for joint training items employing current and emerging Web standards with appropriate features and functionality for the target audience.
  • Maintain Directorate online presence (Learning Center Pages) for Command and DoD-wide access and discoverability of joint training items. Develop, design, post, edit, and maintain appropriate content on Command network Websites/portals in support of the Command organizational development mission.
  • Develop and maintain division joint training Microsoft SharePoint sites and other collaboration and information sharing tools.
  • Develop and maintain division online survey tool, associated databases, and database analytical graphic output. Support division training strategies through analysis of student training needs, identification of training target audiences, and identification of appropriate training solutions.
  • Promote the dissemination of training opportunities and other organizationally relevant information through numerous multimedia channels with a focus on enhancing employee awareness and soliciting widespread interest.
  • Provide advanced technical knowledge and analysis, high-level functional systems analysis, design, integration, documentation, and training of integrated organizational development efforts including:
    • Integrating highly specialized pedagogical approaches, workforce assessment, databases, and web development leading to joint training synergy. (CDRL A003)
    • Providing advice on esoteric problems requiring extensive knowledge across all training, and education areas of expertise.
    • Designing and preparing comprehensive technical reports, studies, related documentation, charts, and graphs. Prepare and deliver presentations, training, and briefings as the subject matter expert.

Requirements:

Clearance: Current active TS+

Education: HS Diploma or equivalent

Required Experience:

  • Six years of experience with program management and lesson plan development, analysis, improvement and assessment using advanced pedagogical methods
  • Critical thinking skills, both qualitatively and quantitatively
  • Ability to prepare a well-grounded, defensible argument
  • Understand the interrelationships between domain of expertise and other domains
  • Ability to communicate effectively, both written and verbal
  • Strong organizational skills and ability to multi-task
  • Familiarity with USSTRATCOM organization desired
  • At least two years of experience conducting mission analysis, developing objectives, effects/measures.
  • Strong technical and analytical skills
  • Ability to work independently and as part of a team of effectiveness, tasks/measures of performance, and indicators.
