Specific Duties: Advise and assist the Government with the following tasks:

  • Prepare staff action packages in accordance with USSTRATCOM procedures and support USSTRTCOM planning efforts against potential adversary's strategic weapons.
  • Engage with the IC, defense agencies, other combatant command, and other mission partners and stakeholders in support of USSTRATCOM's mission.
  • Attend working groups, conferences, and other meetings to advance the JIOC's understanding of a potential adversary's strategic weapons
  • Provide studies, assessments, briefings, reports, minutes, staff packages, geospatial information and services (GI&S) products, collection requirements, and other documents pursuant to related tasks
  • Write or assist the government in writing GEOINT, HUMINT, MASINT, SIGINT, and OSINT requirements; coordinate draft requirements with the relevant agencies and submit requirements for IC action
  • Maintain metrics on existing requirements, i.e. the team's active requirements and the IC's success rate in meeting the requirements; identify shortfalls and recommend corrective measures to the government
  • Develop assessments and/or intelligence products addressing collection capabilities, strategies, results, or other topics as directed
  • Develop intelligence production requirements
  • Participate in collection management working groups and, as necessary, advocate for collection prioritization against strategic weapons systems
  • Support IC collection management initiatives by participating in Communities of Interest, Video Teleconferences, and working groups

  • Familiarity with USSTRATCOM and JIOWC organization desired
  • Familiarity with Joint processes, operations, and commands.

 

Qualifications:

  • Current active TS+ security clearance
  • Demonstrate a minimum of 12 years knowledge and experience in Requirements Management, collection management processes, and collection management systems.
  • Demonstrated knowledge, experience, and proficiency in the following requirements management and collection tools: Collection Requirements Analysis Tool for the Enterprise (CRATE), Open Source Collection and Reporting Management System (OSCAR-MS), HUMINT Online Tasking Requirements (HOTR), National SIGINT Requirements Program (NSRP), Geospatial Information Management Service (GIMS), and National MASINT Requirements Systems (NMRS).
  • Demonstrate a minimum of five years requirement management experience pertaining to a potential adversary's strategic weapons.
  • Demonstrated experience working with national agencies on emerging collection programs and new technologies.
