Overview: This position will be supporting N&NC/J685 with planning, organizing, engaging, and conducting C4/Cyber Security capacity building and to support the command's Counterdrug (CD) and Counter Transnational Organized Crime (CTOC) efforts with partner nations (specifically the Bahamas, Canada, and Mexico) to enhance cooperative Homeland Defense, with the goal of partner nations being a peer contributor in CD and CTOC efforts, providing collective and cooperative regional security.  This will provide technical research and evaluation of partner nation (The Bahamas, Canada and Mexico) requirements, capabilities and capacities. Analysts assigned will directly support N&NC strategic objective of strengthening our national security by enhancing partner nation capability and ability to support CD/CTOC priorities. 

 

Specific Duties:

  • Support planning, organizing, engagements, and capacity building with NORAD & USNORTHCOM's partner nations (specifically the Bahamas, Canada, and Mexico).
  • Adapt and implement Theater Campaign Plan (TCP) and Department of Defense priorities for partnership in the cyberspace domain that support Counterdrug (CD) and Counter Transnational Organized Crime (CTOC) priorities in alignment with the N&NC TCP, and Department of Defense International Cyberspace Security Cooperation Guidance.
  • Support planning, coordination, and execution of cyberspace cooperation activities to include, but not be limited to, bi-lateral and multi-lateral engagements, exercises, subject matter expert exchanges, information sharing initiatives, provisioning of equipment, advise and assist and provide meeting minutes.
  • Consult and coordinate with the Government regarding proposed cyberspace security cooperation to ensure activities support the government's priorities, goals and objectives, while also building consistency between Geographic Combatant Command areas of responsibility.
  • Support prioritization and normalization of international cyberspace cooperation activities within the broader CD/CTOC activities by planning and including cyberspace security goals and priorities within the TCP and other government strategy, policy and plans.
  • Develop concept packages for government review to support cyberspace activities, and document activities within the Global Theater Security Cooperation Management Information System (GTSCMIS).
  • Establish, for government review, and with partner nation concurrence, cyberspace engagement goals that support security cooperation plans.
  • Support government in the conduct of assessment, monitoring and evaluation (AM&E) of partner nations, focusing on the cyber domain, and will build AM&E processes into all stages of security cooperation initiatives and programs, to include identifying and disseminating best practices gathered from existing security cooperation programs.
  • Conduct, and present for government review, rigorous security cooperation initiative evaluations to examine their relevance, effectiveness and sustainability.)

 

Skills:  

  • Excellent writing, scheduling and problem-solving skills, Ability to multi-task with minimal supervision.
  • Knowledgeable with the Global Theater Security Cooperation Management Information System (GTSCMIS) a plus

 

Qualifications:

  • Active/current TS+ security clearance,
  • Bachelor's Degree or HS Diploma/GED and 5 years of experience in lieu of degree
  • CISSP, Security+ CE or commensurate certification that verifies the cybersecurity expertise required
  • Five years of hands on experience
