Overview: The AOC Weapon System (WS) is the senior Command and Control (C2) element of the Theater Air Control System (TACS) and operational level focal point for C2 of air and space forces during Air Force (AF) and combined (coalition)/joint operations. Headquarters (HQ) Air Combat Command (ACC) is the Lead Command, Combat Air Force (CAF) lead, and force provider of AOC equipment and personnel as an Air Force component of United States Strategic Command (USSTRATCOM) - [AFGSC], United States Central Command (USCENTCOM) [AFCENT], and United States Southern Command (USSOUTHCOM) [AFSOUTH]. There are numerous AOC entities at separate locations world-wide, providing fixed and deployable, training and innovation, functional, and manpower augmentation capabilities

 

The 608 AOC requires Advisory and Assistance Services (A&AS) as AOC functional operators, technicians and subject matter experts (SME) to augment and enhance forces and operations as follows:

  • Integrating 608 AOC operations, global strike, and global Command, Control, Communications, Computers, and Intelligence (C4I);
  • Planning, defining, implementation, and operational management of global communications systems, Common Operational Picture (COP) and the AOC WS;
  • Employing an integrated systems approach to assist with properly developing, implementing, testing, planning, and managing the AOC WS;
  • Building and maintaining Crew Mission Readiness program for the AOC WS Training and STAN/EVAL support functions;
  • Developing and promoting best Knowledge Management practices using cyber operational data for Senior AOC Leadership.

 

Specific Duties:  The Knowledge Management Specialist shall enable collaboration using cyber operational data providing AOC leadership with relevant information to make informed decisions. This includes continuous process improvement, records management programming and SharePoint administration (NIPRNet & SIPRNet): architects, designs, oversees the development of, and/or administers content and information created within the SharePoint platform. This includes creation of portal, dashboards, snapshots, slides, timelines, views, and manipulation of other pre-built modules. The contractor shall create and update queries, and update data dictionaries as new fields are added to the database. The Contractor grants a royalty-free, nonexclusive, irrevocable license for unlimited rights in all such designs, queries, and data dictionaries developed under this task order. Other responsibilities required:

  • Plan and design Microsoft SharePoint Environments;
  • Assist individuals in maximizing the potential of Sharepoint as it relates to their job function;
  • Conduct requirements gathering sessions with end users and perform beta testing;
  • Train end-users on lists, libraries, pages, publishing, web parts, importing, exporting, navigation, and SharePoint features that are developed following the accomplishment of project objectives;
  • Responds to inquiries; collection maintenance and retrieval tasks; metadata review and input; equipment maintenance; and use of automated information systems IAW with DoD 8320.07. Direct, implement, coordinate and oversee various communication strategies to improve customer service and delivery of information. Assist with developing and promoting KM best practices and the use of internal KM tools. Assist commanders and directors with capturing organizing, storing and sharing information and knowledge throughout and external to their organization. Develop and/or conduct briefing presentations, conference material and other communications for AOC leadership;
  • Evaluate classification, sensitivity, mission criticality, and required levels of access for incoming data, information and knowledge to ensure compliance with requirement management, handling and security standards and practices;
  • Develop training program for Knowledge Management, SharePoint, Records Management and Continuous Process Improvement systems/processes;
  • Develop and implement repeatable KM processes for continuous process improvement, such as Air Force Smart Operations for the 21st Century (AFSO 21) and DoD Continuous Process Improvement (CPI)/Lean Six Sigma (LSS)
  • Institute, codify, and implement Knowledge Information Management processes for utilizing the SharePoint environment;
  • Provide advisory service to faculty and staff regarding records and information management policies, standards and procedures;
  • Assist FOIA/PA administrative processing IAW Privacy Act guidelines
  • Responsible for evaluating, designing and developing the knowledge repository in SharePoint;
  • Perform business process analysis and automate processes on SharePoint, when applicable.

Qualifications:

  • Active current TS+ security clearance
  • Willing and able to travel when required
  • Possess at least three (3) years of demonstrated relevant experience working with AOC Weapon Systems and familiarity with Air Force Instruction (AFI) 13-1 AOC Volume 3 Operational Procedures Air and Space Operations Center, secure facility access processes
  • Possess one or more of the related communications systems or certifications specified below:
    • NIPRNet and SIPRNet network enterprise environments;
    • Microsoft Windows operating system software for servers and workstations;
    • Solaris operating systems;
    • VMWare;
    • Oracle software for servers and workstations;
    • Red Hat Certified Systems Administrator (RHCSA) certification;
    • IAT level II certification(s);
    • Completion of a formal C2 FTU AOCIQTSYS and/or AOCIQTNET course or equivalent
  • Have the following Sharepoint skills: site collection design, Governance, Infrastructure and Architecture, Visualization, Dashboards, Timelines, Custom Solutions, Sharepoint Designer, JavaScript, Cascading Style Sheets and HTML, jQuery, Visual Basic, Enterprise search and Analytics, InfoPath, Workflows and business process automation, excel services, Sharepoint accounts, Document/Record Center and Key Performance Indicators..
  • Possess demonstrated relative knowledge of intelligence capabilities, processes, and tasking mechanisms necessary to support Government efforts for performance of AOC Weapon Systems (WS) (highly desired).
